Department of Transport deploys project to build rural traffic bridges

The leader of the Department of Transport gave a concluding speech at the conference.

- On March 26, the Department of Transport held a conference to deploy the project of construction, management, exploitation and maintenance of bridges on rural roads in the period of 2024-2030. Attending were representatives of the Economic - Budget Committee of the Provincial People's Council; leaders of relevant departments, branches and leaders of People's Committees of districts and cities.

Pursuant to Resolution No. 28 dated December 8, 2023 of the Provincial People's Council on approving the project on construction, management, exploitation and maintenance of bridges on rural roads in Lang Son province for the period 2024-2030, the Department of Transport has advised the Provincial People's Committee to issue Decision No. 2197 dated December 25, 2023 approving the project in the province.

Accordingly, the project targets to build 110 bridges in the 2024-2030 period. In the 2024-2025 period, the province will pilot the construction of 10 bridges each year; in the 2026-2030 period, 90 bridges will be built. The estimated cost of implementation is about 162 billion VND.

The implementation method is in the direction of the State and the People working together, in which the provincial budget supports a maximum of 30% of the cost, the district and commune budget supports a minimum of 30% of the cost to build the main bridge section and the People contribute to build the road surface on both sides of the bridge.

At the conference, the leaders of the Department of Transport instructed the districts on the implementation method. Accordingly, the districts need to establish a district-level steering committee; identify and select locations for bridge construction; organize propaganda and mobilization; supervise and organize project acceptance...

Discussing at the conference, representatives of the People's Committees of the districts all expressed their determination to implement and at the same time requested the Department of Transport to provide more detailed instructions in establishing and appraising project designs, clarifying the funding for maintenance work...

Concluding the conference, the leaders of the Department of Transport highly appreciated the contributions of the delegates attending the conference. Based on the results of the discussion at the conference, the department will take the lead in coordinating with relevant departments to develop and complete inter-sectoral guidelines for implementing the project. At the same time, the department will accompany and support the districts in guiding and appraising the design of works according to current regulations as well as the maintenance and repair process of bridge works when put into operation. At the same time, the department requested the districts to urgently develop a specific implementation plan in the pilot phase of 2024-2025, and arrange district resources to carry out investment and construction preparation work. During the implementation of the project, if any difficulties or problems arise, the districts will promptly inform the department so that it can synthesize, report, and advise the Provincial People's Committee on solutions to remove them.
