Voters: Le Dang Thuy - Secretary of the Party Committee of Quynh Vinh Commune; Dau Minh Cong - Secretary of the Party Committee of Quynh Trang Commune, Hoang Mai Town, reported that the construction of the North - South Expressway still has many backlogs and problems in the work of returning the site, and the people's recommendations are slow to be resolved such as: Drainage ditches are blocked or have no flow direction, the residential access road is narrower than the original status or there is no road to the production land (Block 7, Quynh Vinh Commune), the embankment road leads to soil sticking to the ground during the rain, dust in the dry season, the river is silted up... causing difficulties for the people of the communes. Suggest solutions to overcome these problems.
On this issue, the Department of Transport has the following comments:
According to the report of Project Management Board 6: The component project to invest in the construction of the Nghi Son - Dien Chau section through Hoang Mai town with a length of about 9km (Km386-Km395) has been completed according to the direction of the Prime Minister and the Ministry of Transport to temporarily open to traffic from September 1, 2023.

During the implementation of the Project, there were some problems that need to be adjusted to suit the reality as well as ensure traffic safety and serve the production and daily life of people in the area where the route passes. Based on Document No. 1864/UBND-QLDT dated July 10, 2023 of the People's Committee of Hoang Mai town and through inspections, reviews, and field work with leaders of the People's Committee of Hoang Mai town, the People's Committees of Quynh Vinh and Quynh Trang communes, Project Management Board 6 issued Document No. 1403/BQLDA6-BDH NS-DC dated August 4, 2023 directing the Contractors to implement and Document No. 1404/B QLDA6-BDH NS-DC dated August 4, 2023 responding to the recommendations of the People's Committee of Hoang Mai town.
Project Management Board 6 has been and is continuing to urge contractors to complete construction items to ensure technical requirements; regularly coordinate closely with local authorities to ensure traffic safety, environmental sanitation,... to ensure service for people's daily life and production.
Proposal to build a dike to block the slope and rebuild a water collection ditch on the Lam River tourist route (National Highway 46C) running through Hung Linh commune with a length of 2.7 km to ensure safety for the route and the people. Currently, the road base has sunk and landslides have fallen onto the road below, narrowing the road, causing traffic jams and silting of the drainage ditch. Every time it rains, water from the road surface and slope flows into people's houses (voters of Hung Linh commune, Hung Nguyen district). Open more slopes across Dyke 42 (through National Highway 46C) because currently each new road has 01 slope both up and down but is small, narrow and seriously degraded (voters of Hung Linh commune, Hung Nguyen district).
On this issue, the Department of Transport has the following comments:
According to the report of the Department of Agriculture and Rural Development: Through inspection, the ramps across the dike that voters of Hung Linh commune, Hung Nguyen district reported are located at locations K69+000, K69+500 and K70+350 of the Lam left dike (also known as dike 42) in Hung Linh commune. The Lam left dike passing through Hung Nguyen district is a level II dike. Currently, at these locations, the river side has 1 ramp up to the dike and the field side has 2 ramps down to connect with National Highway 46C.
According to Clause 2, Article 25 of the Law on Dykes, the construction of works within the dike protection area for level II dikes must have written approval from the Ministry of Agriculture and Rural Development. In addition, the addition of an uphill branch will change the scale and connection location with National Highway 46C, so it requires the agreement of the Vietnam Road Administration. Therefore, the Department of Agriculture and Rural Development requests the People's Committee of Hung Nguyen district to preside over and develop a plan to repair and open additional ramps across the dike to ensure both the flood protection function of the Lam left dike and traffic safety on National Highway 46C, and submit it to the Department of Agriculture and Rural Development and the Department of Transport for comments from the Ministry of Agriculture and Rural Development and the Vietnam Road Administration.
During the time when the ramps over the dike have not been repaired or expanded, the Department of Agriculture and Rural Development requests the People's Committee of Hung Nguyen district to organize propaganda for people living in the area to raise awareness of traffic safety, comply with traffic signs and instructions, and comply with the use of motor vehicles with permitted loads on the dike to avoid damaging the dike surface and ramps over the dike.
- Voters of Hung Tan, Hung Thong, Long Xa communes and Hung Nguyen town, Hung Nguyen district proposed upgrading and expanding road 542C because the road surface is narrow and the traffic is mostly heavy vehicles.
On this issue, the Department of Transport has the following comments:
Provincial Road 542C is 8km long, starting at the intersection with National Highway 46 at Km18+600 (left of the route) in Hung Nguyen town, Hung Nguyen district, ending at the intersection with National Highway 46C in Long Xa commune, Hung Nguyen district. With the scale of a level IV plain road, Bnền = 9.0m, Bmặt = 8.0m, the road surface is paved with asphalt concrete. Up to now in 2023, Nghe An Department of Transport, in addition to paying attention to regular maintenance work on the entire DT.542C route, has also assigned the management unit to renovate the system of markers, H-posts with full reflectors, and supplement the system of basic signs and warning signs to help ensure the safety of people and vehicles traveling on the route. In 2023, Nghe An Provincial People's Committee has approved the Department of Transport to invest in repairing severely damaged road surfaces through Hung Thong and Hung Tan communes. The project is expected to be repaired with a length of about 2.6km, with a total investment of 10 billion VND, and the project will be completed in the fourth quarter of 2023.
Due to the limited maintenance budget of the province, on the other hand, it must be allocated to repair other provincial roads that are also showing signs of deterioration. Therefore, the expansion of provincial road 542C cannot be implemented immediately. The Road Management Board will advise the Department of Transport and the People's Committee of Nghe An province in the coming time to have a plan to arrange capital to expand the scale of the roadbed and road surface of DT.542C to serve the travel needs of the people and vehicles participating in the traffic safely.
