Speaking at the opening of the conference, comrade Le Van Han emphasized: In the first 6 months of the year, with the high determination of the entire political system, the consensus of the people, and the provinces in the Southwest Emulation Cluster, patriotic emulation movements have been actively and effectively implemented, creating a strong driving force to promote the socio-economic development of 12 Southwest provinces.

The GRDP economic growth rate in the first 6 months of the year of the provinces in the Emulation Cluster increased by an average of 6.38% (up 0.73% over the same period in 2023). The total budget revenue of the whole cluster is estimated at over 55,722 billion VND. Export turnover is estimated at over 6,125 billion USD. In general, the GRDP economic growth rate of the provinces in the cluster all increased, exceeding the same period; although the total budget revenue and export turnover were lower than the same period, they both reached over 50% of the yearly plan.

The quality of education in the provinces in the cluster has been gradually improved, the staff and teachers have been standardized to meet professional requirements. School facilities and equipment have been invested in the direction of standardization and modernization, ensuring the quality of teaching and learning.

Some provinces have had an increase in the number of students winning national awards compared to the previous school year. The high school graduation exam was organized carefully, seriously and safely. The high school graduation rate in the whole cluster reached 99.32%.

Administrative reform and digital transformation have been given attention and focus. Provincial Public Administration Service Centers continue to maintain effective operations. The number of files reviewed and resolved correctly and before the deadline has reached nearly 100%.

The administrative reform index as well as the people's satisfaction index have had positive changes. The infrastructure for applying information technology development activities and operating the Digital Transformation Portal to serve people and businesses has been enhanced.

The political system continues to receive attention in improving and enhancing its operational capacity. The Party's policies and the State's laws on emulation work are promptly and synchronously implemented. The work of considering and rewarding is guaranteed to be objective, public, transparent, accurate and timely.

The emulation movement closely follows the political tasks and socio-economic development tasks of the provinces. The roles and responsibilities of Party committees and authorities at all levels, especially the leaders in directing and organizing patriotic emulation movements and commendation work, are demonstrated more clearly and decisively.

At the conference, delegates watched a video clip summarizing the patriotic emulation movement of the Emulation Cluster in the first 6 months of the year; listened to the comments of Ca Mau province on the content that the province ranked first in socio-economic development targets in 2023 and the first 6 months of 2024 both increased, ranking in the top compared to other provinces in the cluster; listened to the comments of Bac Lieu province on being the leader in implementing the PAPI and SIPAT indexes compared to other provinces in the cluster.

The conference approved a summary report on comments on the Regulations on activities and emulation evaluation of the Southwest Emulation Cluster 2024.

Speaking at the conference, comrade Do Thuy Phuong congratulated the achievements of the provinces in the Emulation Cluster in the first 6 months of the year.

It is recommended that in the last 6 months of the year, the provinces in the Emulation Cluster continue to thoroughly grasp and propagate the Party's guidelines and policies, the State's policies and laws on emulation, rewards, and President Ho Chi Minh's patriotic emulation ideology. Directive No. 34-CT/TW, dated April 7, 2014 of the Politburo on continuing to innovate emulation and rewards work.

Emulation and reward work must closely follow the Government's management theme in 2024 "Discipline, responsibility, proactiveness, timelyness, accelerated creativity, sustainable efficiency" and the goals and targets for economic and social development to synchronously and focus on key emulation and reward tasks, associated with the political tasks of each locality; encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good...

Comrade Nguyen Minh Lam, Vice Chairman of Long An Provincial People's Committee received the direction of the Central Emulation and Reward Committee.

Comrade Nguyen Minh Lam seriously accepted the direction of the Central Emulation and Reward Committee, and at the same time said: in his role as Head of the Emulation Cluster of the Southwest provinces, Long An province set out a number of tasks for the last 6 months of 2024 and requested member units in the Emulation Cluster to focus on performing well, striving to exceed the socio-economic, defense and security targets set for 2024.
