According to the investigation of the reporter of the Journalist & Public Opinion newspaper, the Phuc An Khang International Hospital project at 800 Dong Van Cong Street (Thanh My Loi Ward, Thu Duc City, Ho Chi Minh City) was once considered the first hospital in Vietnam to be converted from an apartment building. Previously, this building was the Thai Binh Plaza apartment project invested by Binh Duong Construction Stone Company Limited with an area of ​​14,000 m2, including 5 apartment blocks.

Each block is 20 stories high and consists of 360 apartments with an area of ​​120 - 180m2. Although the construction was completed, due to poor business performance, at the end of 2012, the investor requested to convert the apartment building into an international hospital with a capacity of 500 beds, with a total investment of 2,500 billion VND. Of this, 2,000 billion VND is the capital to build 5 apartment blocks, 300 billion VND is the cost of converting the function and 200 billion VND is the cost of investing in the hospital.

The entire building has had two functional changes.

On September 8, 2014, the Department of Construction issued license No. 127/GPSC (GPCT) on construction repair and renovation to Thai Binh Duong Construction Stone Company Limited to repair and renovate the project's construction blocks from apartment building function to hospital, based on the planning and architectural criteria approved by the Ho Chi Minh City People's Committee in Notice No. 461/TB-VP dated June 27, 2013 and the People's Committee of District 2 (now Thu Duc City People's Committee) agreed on the master plan of 1/500 in Official Dispatch No. 2911/UBND-QLDT dated August 25, 2014.

In early 2015, Phuc An Khang International Hospital came into operation. But just over 2 years later, this hospital had to close due to losses and was no longer able to operate. On July 17, 2019, the Ho Chi Minh City People's Committee issued Decision No. 3010/QD-UBND approving the local adjustment of the detailed urban construction planning adjustment project (sub-zoning plan) at a scale of 1/2000 of Thanh My Loi Residential Area with an area of ​​180.8 hectares (old 174ha area), Thanh My Loi Ward, District 2.

Accordingly, block I-N5 (area 9,512.7m2) has its land use function adjusted from a general hospital to short-term planned housing land (scale: 23 floors, population: 1,040 people) and requires re-establishing procedures for investor recognition and investment approval.

Hasco Group is a real estate investment and trading enterprise, headquartered in Hanoi . In addition to real estate, this enterprise also operates in the fields of financial investment, mergers and acquisitions, import and export, etc.

On November 12, 2019, the Department of Planning and Architecture issued Official Dispatch No. 5287/SQHKT-QHKTT on the approval of the master plan - architectural plan of the high-rise apartment building project at 800 Dong Van Cong Street, Thanh My Loi Ward, District 2 (with main function: high-rise apartment building combined with commercial services; maximum height: 23 floors; maximum population: 1,040 people).

Compared to the original plan, the building has been increased by 3 floors. This is considered the first building in Vietnam to be converted from an apartment building into a hospital and then back into an apartment building.

By the end of 2021, the news that the project at 800 Dong Van Cong Street was being converted into a luxury apartment complex called Swiss Belresidences Upper East Saigon caused a stir in the real estate world of Ho Chi Minh City. This groundbreaking ceremony was also held in a grand manner and Hasco Group Joint Stock Company (Hasco Group) was introduced as the project developer.

Groundbreaking ceremony when the project was still called Swiss Belresidences Upper East Saigon

According to promotional information, the Swiss Belresidences Upper East Saigon project is positioned in the luxury real estate segment, providing 1,450 apartments to the market. However, in August 2022, responding to the press, the Ho Chi Minh City Department of Construction said that this agency has not yet received a request for a permit to repair and renovate the function of the building from a hospital to an apartment building at the above project.

Recently, in early April 2023, Hasco Group announced the signing of a cooperation agreement with Banyan Tree Group (Singapore) to promote the Skypark Atria Saigon project. Hasco Group's homepage also posted an article about the above cooperation signing ceremony, stating that Skyparrk Atria Saigon is Hasco Group's first luxury apartment project in Ho Chi Minh City. Notably, on some real estate brokerage sites, the Skypark Atria Saigon project is also advertised at 800 Dong Van Cong Street.
