• STRIVE TO ACHIEVE MANY TARGETS
In 2024, certain difficulties and challenges have affected the investment and construction activities of enterprises and people, as well as the state management activities of government agencies. With the regular, timely and close leadership and direction of the Provincial Party Standing Committee, the Provincial People's Committee, the Department Party Committee and the efforts and endeavors of the Board of Directors, departments, offices and units of the Department, the Department of Construction has basically completed the tasks according to the annual work program and assigned urgent tasks.
In particular, urban planning and development work continued to be strengthened and focused on implementation; construction order management work had a decrease in the number of cases compared to the same period, localities have strengthened inspection, handling and prevention work from the beginning; administrative reform work, focusing on administrative procedure reform, has been effectively implemented; coordination with professional associations of the industry (architects, urban development planning, construction) and the Vietnam Fatherland Front Committee of the province in criticizing planning work and the establishment of architectural management regulations has been strengthened and implemented; discipline and administrative order at the Department of Construction and specialized departments at the district level have been well maintained; the industry's targets have basically been achieved according to plan.

There have been efforts and positive changes in planning work, but the organization of planning and architectural management regulations is mostly slower than the approved plan of the Provincial People's Committee, affecting other tasks. The removal of difficulties, obstacles and shortcomings is still slow, untimely, and not thorough...
• AIMING FOR GROWTH OF OVER 16% BY 2025
2025 is a year with many important political events, a year of breakthrough, acceleration, reaching the finish line, determined to achieve the highest and best goals and targets of the Provincial Party Congress Resolution, the Department Party Congress Resolution. At the same time, each individual and collective of the Lam Dong construction industry is highly determined to promote the intrinsic value and role of the construction industry, actively innovate according to the direction of the Provincial Party Committee and the Provincial People's Committee in the process of performing tasks.
The target indicators are set as follows: Construction industry growth rate reaches 13.8 - 16.3%; urbanization rate calculated by inner city/inner city area reaches over 41%; the rate of urban residents provided with clean water through centralized water supply system reaches 80%; the number of construction order violations decreases compared to the same period in 2023...

Speaking at the Conference, Mr. Bui Quang Son - Acting Director of Lam Dong Provincial Department of Construction also outlined specific key tasks in 2025: Strengthening the implementation of reviewing and arranging the streamlined apparatus, operating effectively and efficiently; strictly implementing the policies of the Central Party Committee, the Politburo , the Provincial Party Committee, and the Provincial People's Committee on arranging and streamlining the apparatus. For departments and units that have been pointed out by inspection and examination agencies to have shortcomings and limitations, they must be arranged and consolidated to ensure that the shortcomings of those units and individuals are overcome, and resolutely handle individuals who have repeatedly violated many cases; reviewing and adjusting assignments, internal rules, and working regulations in accordance with the reality of the unit, clearly defining the responsibilities of individuals and collectives in performing tasks.
Continue to strengthen administrative reform, resolve administrative procedures; digital transformation, focusing on the Planning Information Center, the Department's Command and Operation System (IOC), tasks related to the Smart Da Lat Project, tasks on house number identification data, and the planning information portal to ensure publicity, transparency and authenticity.
Regarding urban and housing planning and development: Focus on implementing planning in conjunction with the Central Highlands regional planning and effective national specialized planning. The construction sector focuses on reviewing and adjusting to ensure adequate levels, uniformity and synchronization between planning, urban development programs, housing development programs, etc., with sufficient legal tools to attract investment, develop new urban areas, model residential areas in rural areas in the direction of synchronization in infrastructure, architecture, landscape, creating new values for urban and rural areas of Lam Dong, thereby developing urban economy in conjunction with climate change response, natural disaster prevention, environmental protection, water security protection, contributing to the speed of socio-economic development and local budget revenue.

Improve the quality of planning work, closely link construction planning, urban planning with specialized planning, fields and urban development, classification and arrangement of administrative units; focus on reviewing and removing difficulties, obstacles, overlaps and lack of consistency in planning.
Perfecting the policy mechanism on housing development and real estate market; developing housing (commercial housing, social housing, etc.) associated with synchronous technical infrastructure in urban areas and concentrated scale, coupled with housing management.
In particular, focus on managing and promoting the value of old villas in Da Lat City according to the project approved by the Provincial People's Committee. Actively join hands in implementing the program and plan to eliminate temporary and dilapidated houses.
On this occasion, 9 collectives and 10 individuals with many contributions and outstanding achievements in 2024 were awarded certificates of merit by the Department of Construction.
