Early addition of educational staff to communes and wards

According to the Ministry of Education and Training, after operating a two-level government, the country will have 3,321 communes, wards, and special zones. If according to regulations, each cultural and social department has a maximum of two positions in charge of education, the country will need 6,000 commune-level education officials.

But currently, many places can only arrange one officer. About 50% of commune-level administrative units do not have leaders or officers with experience working in the education sector.

Mobilize principals and vice principals to support

According to Minister of Education and Training Nguyen Kim Son, the ministry has issued regulations on standards for commune-level officials in charge of education. But in reality, there is a shortage of qualified people, so it is necessary to transfer unqualified people to take on the job.

Supporting commune-level officials at this time - before the new school year - is an important and urgent task, according to the minister.

Mr. Vo Van Mai, Deputy Director of the Department of Education and Training of Nghe An , said that Nghe An has 130 communes and wards, but only 40 communes and wards have specialists or leaders of the cultural and social departments coming from the education sector.

To "support", the Department of Education and Training must carry out short-term transfers of vice principals in schools with two vice principals to the Department of Culture and Society to help commune officials resolve the overloaded workload, and at the same time develop professional training plans for this team.

"The IT teaching force has trained 650 teachers in professional skills related to public services to increase the number of these teachers to support the cultural and social departments in the first phase," said Mr. Mai.

In Hanoi, Mr. Tran The Cuong, director of the Department of Education and Training, also said that there are 126 communes and wards in the area, but only 212/347 commune-level officials have a degree in pedagogy.

"The Hanoi Department of Education and Training mobilized a 45-day support period, sending teachers and education managers to the cultural and social departments for support," said Mr. Cuong.

Another solution of Hanoi is to establish areas and clusters directly managed by the Department of Education and Training to facilitate information gathering and mobilize teachers and administrators to support urgent tasks.

Recruitment guidelines to be issued soon

Mr. Vo Van Mai proposed to issue early guidelines for recruiting and mobilizing teachers to overcome the surplus and shortage of teachers before the new school year.

"The Department of Education and Training organizes recruitment rounds according to job positions. This will focus on one recruitment source, without overlap. Each candidate can register for many different wishes, with specific deadlines.

This way, the problem of local teacher shortage can be solved more quickly. Although there are documents regulating this, there are no specific instructions, which can lead to different understandings in each locality," said Mr. Mai.

Nghe An is still short of about 4,000 teachers at all levels before the new school year 2025 - 2026. Meanwhile, there are still 1,500 teachers who have not been recruited.

When implementing a two-level government, Nghe An is temporarily suspending recruitment of civil servants in the education and training sector pending instructions. This situation is not only happening in Nghe An but also in many other provinces and cities.

Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Ho Chi Minh City, stated that when implementing two-level local government, the tasks, powers and recruitment responsibilities of the Department of Education and Training and the People's Committees at the commune level are still not consistent.

According to Decree 142 issued on June 12, regulating the authority of two-level local authorities, the Department of Education and Training has the right to recruit, manage, use, and appoint teachers, civil servants, and employees in public educational institutions in the province.

However, according to the Law on Organization of Local Government issued on June 16, the Chairman of the People's Committee at the commune level is responsible for recruiting, appointing, and managing civil servants and public employees in the area. The representative of the Department of Education and Training of Ho Chi Minh City requested that there be clear instructions.

Speaking at a seminar on the organization and management of commune-level education under a two-level government, Minister Nguyen Kim Son said that Circular 15, newly issued by the Ministry of Education and Training, clearly states the authority to appoint leaders of educational institutions.

Accordingly, the Department of Education and Training is responsible for recruiting and mobilizing teachers based on proposed needs from educational institutions compiled by the commune level.

Mr. Son said that the Ministry of Education and Training has listened to feedback from localities. If more specific guidance is needed in recruiting and mobilizing teachers, the ministry will implement it immediately to remove this bottleneck before the new school year begins.

Connecting departments - communes - schools

Ms. Tran Thi Phuong, head of the Department of Culture and Society of Thanh Liem Commune (Ninh Binh), is concerned about transferring some tasks to schools such as managing extra teaching and learning or building national standard schools, but the work is still related to the commune level.

Specifically, the commune is still responsible for providing facilities for the school to build a national standard school, and the commune still has to handle administrative violations related to extra teaching and learning.

Discussing this concern, Mr. Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Society, said that according to the State management function, the commune level must still be responsible for the issues Ms. Phuong raised.

However, the specific implementation can be assigned to the school level. In the current context, it is very important to have a smooth communication between the department - commune - school to coordinate and support to remove obstacles.

Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Ninh province, said that the province has applied and deployed synchronous school management software connecting the department - commune - school. In which, the proactiveness and advisory role of the school level are promoted.

Hope to be trained properly

An education specialist in a ward in Ho Chi Minh City said that the current work is very heavy because it covers many levels of education but there are only two people. However, what is more worrying is that the ward's education specialists currently lack expertise.

"Some people who used to work for women and the elderly are now assigned to be in charge of education... Currently, tasks such as reporting on the inspection of facilities at the beginning of the new school year and preparing for the new school year are not familiar to those who do not have expertise. I still hope that education specialists of the ward and commune must be properly trained so that education can develop," the specialist in charge of education of this ward shared.
