Comrade Hoang Gia Long, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, received and worked with the delegation. Also present at the meeting were leaders from the Department of Agriculture and Environment and representatives from several communes and wards in the province.
Immediately after the restructuring of local government into two levels, the Department of Agriculture and Environment focused on providing guidance on the processes, procedures, and professional practices for handling administrative procedures in the sector, such as: changing land use purposes; procedures for registering changes in land use purposes; using the system for building and operating the land database in the province; the authority of the Chairman of the People's Committee at the commune level to inspect compliance with environmental protection laws; administrative procedures and operation of the information system, etc.

During the meeting, delegates focused on discussing and clarifying obstacles in land-use conversion; land use right limits between communes and wards; timeframes for carrying out administrative procedures in the land sector to issue land use right certificates; environmental permits for projects and industrial zones; collection and treatment of solid household waste; supplementary funding for the national poverty reduction program; retaining grassroots veterinary staff; and the exploitation of mineral resources, including construction materials for construction projects.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long affirmed: The consolidation of administrative units and the implementation of the new commune model mean that many communes in the mountainous and disadvantaged areas of the province are facing a shortage of staff, especially in the fields of Agriculture and Environment.
Furthermore, the capacity of officials in this field in mountainous communes is not uniform, while many guiding documents for implementing administrative procedures in the fields of Agriculture and Environment are unclear, leading to difficulties and obstacles in the implementation process.

The Vice Chairman of the Provincial People's Committee requested that the working group report the province's difficulties to the Ministry and the Government so that specific, unified, clear, and easily understandable guidance documents can be issued soon, creating favorable conditions for officials to perform their duties.
Deputy Minister of Agriculture and Environment Nguyen Quoc Tri acknowledged the province's recommendations and stated that the delegation would compile the province's proposals and report them to the competent authorities for consideration and support in resolving the issues. He expressed his hope that, in the short term, the province should proactively overcome difficulties, strengthen in-depth training on the process of receiving and resolving administrative procedures, and improve the skills of using specialized software for grassroots officials…
Based on that, we will strengthen and second officials to support local authorities in implementing tasks, resolving obstacles, and ensuring that the activities of people and businesses are not disrupted.
