Removing difficulties and obstacles in the fields of Agriculture and Environment

On August 5, the working delegation of the Ministry of Agriculture and Environment led by Deputy Minister Nguyen Quoc Tri had a working program with the province to remove difficulties and obstacles in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government organization model. The Ministry's working delegation included leaders of the Departments, Divisions, and Office of the Ministry.

Comrade Hoang Gia Long, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee received and worked with the delegation. Working with the delegation were leaders of the Department of Agriculture and Environment, representatives of several communes and wards in the area.

Immediately after implementing the arrangement of two-level local government, the Department of Agriculture and Environment focused on providing guidance on the process, procedures, and operations for handling administrative procedures in the sector such as: Changing land use purposes; procedures for registering changes in land use purposes; using the system to build and operate land databases in the province; the authority to inspect the compliance with environmental protection laws of the Chairman of the People's Committee at the commune level; administrative procedures and operation of information systems, etc.

At the meeting, delegates focused on discussing and clarifying difficulties in changing land use purposes; limits on granting land use rights between communes and wards; time limit for implementing administrative procedures in the land sector to grant land use right certificates; granting environmental licenses for projects and industrial parks; collecting and treating solid waste in daily life; supplementing capital to implement the national target program on poverty reduction; issues of retaining grassroots veterinary staff; exploitation of mineral resources, including construction material minerals for construction works.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Gia Long affirmed: The merger of administrative units and the implementation of the new commune model have caused many communes in mountainous and disadvantaged areas of the province to lack staff, especially staff in the fields of Agriculture and Environment.

In addition, the capacity of the staff in this field in the highland communes is not uniform, while many documents guiding the implementation of administrative procedures in the fields of Agriculture and Environment are unclear, leading to difficulties and obstacles in the implementation process.

The Vice Chairman of the Provincial People's Committee suggested: The working group should report the province's difficulties to the Ministry and the Government to soon have specific, unified, clear, and easy-to-understand instructions to create conditions for officials to perform their duties.

Deputy Minister of Agriculture and Environment Nguyen Quoc Tri acknowledged the province's recommendations. The delegation will synthesize the province's proposals and report to competent authorities for consideration and support in resolving them. He hopes that in the immediate future, the province needs to proactively overcome difficulties, strengthen training and in-depth training on the process of receiving and resolving administrative procedures; skills in using specialized software for grassroots officials...

On that basis, strengthen and second cadres to support localities in performing tasks, to remove obstacles, and ensure that the activities of people and businesses are not interrupted.
