The Cat Bi International Airport planning includes 3 component projects being implemented: Construction of Passenger Terminal T2, expansion of aircraft parking lot and construction of cargo terminal. The 3 projects are invested by Vietnam Airports Corporation - JSC, implemented in Hai An ward. According to the project investor, up to now, all 3 projects have started construction. Of which, the T2 Passenger Terminal project started in August 2025. The aircraft parking lot expansion project started in May 2025 and the cargo terminal project started in November 2024. However, up to now, the site clearance work for these projects still has some problems although the authorities at all levels have actively implemented it.
These problems are specific in nature because they involve national defense land, military housing areas, land of some households that have been contracted agricultural land, and land along the road corridor to the project. Of these, the most problems are concentrated in the T2 Passenger Terminal project.
According to the People's Committee of Hai An Ward, the T2 Passenger Terminal project has a land use scale of more than 18.4 hectares, related to the land management rights of 5 military units, 4 organizations and land allocated to many military families for housing. Carrying out the task of site clearance, the People's Committee of the Ward issued 125 land reclamation notices with an area of more than 16 hectares; handing over more than 3 hectares of land to Vietnam Airports Corporation - JSC to implement the project.
The Ward People's Committee develops and issues a plan; establishes and signs a project progress critical path with the Hai An Regional Project Management Board to carry out compensation, support, and resettlement work to serve the project's site clearance. Currently, the main problem of this project is related to the petitions of military households and the procedures for handing over defense land. Out of 56 military families (belonging to the land of the Border Guard Command), up to 45 households are not compensated for land and are not considered for resettlement according to current regulations, leading to households not agreeing to hand over the site.
For the project to expand the aircraft parking lot and build a cargo terminal, there are still more than 6 hectares of land in the construction areas of access roads, technical corridors, etc. The volume of land clearance for these two projects is assessed to be less complicated in terms of the number of households, but it is very necessary to complete on time to ensure traffic connection and utilities for Terminal T2 and the cargo area.

Speed up progress
Recently, the leaders of Hai An ward promptly directed the issuance of plans, established and signed project implementation progress with the Hai An Regional Project Management Board; established a working group for propaganda and mobilization, and clearly assigned the responsibilities of the leaders. The ward implemented dialogue, mobilization and propaganda; resolutely applied administrative measures according to regulations for cases of non-compliance with site clearance. In the coming time, the Hai An Ward Party Committee determined that focusing on directing drastic site clearance and implementing compensation and resettlement support to serve key projects in the area is a key task in the last months of 2025.
Hai An Ward People's Committee has identified specific tasks that need to be carried out in the coming time to remove obstacles for all three projects. Mr. Cao Huy Hieu, Chairman of Hai An Ward People's Committee, informed that, along with coordinating with relevant units to remove obstacles, the ward focuses on resolving problems related to 45/56 households that are not eligible for compensation for land in the land area managed by the Border Guard unit; the ward strengthens propaganda and mobilizes households to comply with receiving money and handing over the site; in case of intentional non-compliance, the Ward People's Committee will complete the dossier and issue a decision to enforce land recovery according to regulations.
Regarding the problems in these projects, in mid-September, Comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee, inspected and gave drastic instructions to speed up the progress of site clearance. For the T2 Passenger Terminal project, the People's Committee of Hai An Ward was assigned to guide the Vietnam Airports Corporation - JSC to complete the land allocation and lease documents for the area that does not require site clearance. Urgently complete the compensation, support and site clearance work for the remaining area of about more than 9 hectares to allocate and lease land to the investor to implement the project according to regulations.
The Department of Agriculture and Environment presides over and coordinates with relevant units to carry out procedures and documents on site clearance and land allocation for project implementation according to regulations for an area of more than 3 hectares of national defense land managed by Division 371. The People's Committee of Hai An Ward, the Department of Agriculture and Environment, and relevant units focus on removing obstacles in the project to expand the aircraft parking lot and cargo terminal, and promptly hand over the site to the investor...
With close and direct direction from the city leaders, the drastic participation of local authorities and relevant agencies, the site clearance work for 3 key projects at Cat Bi International Airport is expected to be completed soon, handing over clean land to the investor for construction, completing the project on schedule, serving the common development goals of Hai Phong city.
