After more than 4 years since the Provincial People's Committee approved the land lease for phase 1 (18.6 hectares), Trang E 2 Industrial Park (Cam Lam District) still faces many difficulties and obstacles in compensation, site clearance and completion of legal procedures. This situation not only wastes business resources but also affects the attraction of secondary investors, slowing down the development of the park.

According to the reporter's records, up to now, Khatoco Real Estate Investment and Trading One Member Co., Ltd. (investor) has completed the technical infrastructure items of phase 1 on an area of ​​18.6 hectares, ready to exploit with a commercial land fund of about 10 hectares; 4 secondary investors have shown interest and registered to lease land. However, there is a paradox that the land lease contracts have not been signed because the project is "stuck" in the stage of adjusting the detailed construction planning at a scale of 1/500.

Mr. Phan Hoai Phuong - Chairman of Khatoco Real Estate Investment and Trading One Member Co., Ltd. said: "We have basically completed the infrastructure phase 1, the investor is also ready. We are just waiting to complete the legal procedures to be able to sign the contract. This delay not only causes damage to the business but also misses the opportunity for economic development for the locality".

In addition to procedural problems, compensation and site clearance for the remaining area (19.5 hectares) are also facing obstacles. To date, Cam Lam district has inspected 31 cases, approved compensation plans for 12 cases (14 plots of land, area of ​​7.98 hectares) and paid 10 cases. However, 2 cases have not yet received payment.

For the remaining cases, the Cam Lam District Land Fund Development Center has posted the compensation and support plan and organized a meeting with the people to collect their opinions. To speed up the progress, the investor proposed that the Department of Industry and Trade report to the Provincial People's Committee to direct the Cam Lam District People's Committee to be more drastic in compensation and clearance work, especially to thoroughly handle long-standing problems, striving to complete them in 2025. The investor also requested the locality to mobilize the remaining households to receive money and hand over the land soon. In case of non-cooperation, the authorities need to promptly develop a coercive plan in accordance with the law.

Need to speed up the solution

In order for Trang E 2 Industrial Park to become an attractive destination for investors, removing bottlenecks in administrative procedures and site clearance is an urgent requirement. The investor requested the Department of Industry and Trade to report to the Provincial People's Committee to direct relevant departments, branches and sectors to urgently implement procedures for adjusting construction planning and land leasing. Specifically, Khatoco Real Estate Investment and Trading One Member Co., Ltd. requested the Department of Construction to promptly appraise and submit for approval the Project to adjust the detailed construction planning at a scale of 1/500 in early May 2025. After the planning is approved, the Department of Agriculture and Environment is requested to promptly appraise and submit the dossier to adjust the decision to lease land in phase 1 (18.6 hectares) for the Provincial People's Committee to approve. In particular, it is recommended to change the form of land lease from annual payment to one-time payment for the entire lease period.

The investor also proposed that after the decision on land lease adjustment (expected in June 2025), the Provincial People's Committee would allow the company to sign a contract in principle to sublease land with secondary investors. At the same time, these investors will be facilitated in the following procedures such as granting investment certificates, construction permits, etc.

Mr. Nguyen Sanh Duong - Deputy Director of the Department of Industry and Trade said that the recommendations of the investor of Trang E 2 Industrial Park are legitimate and necessary in the current context. The early removal of obstacles will help clear the flow of investment capital, avoid wasting land and business resources, and at the same time make an important contribution to the socio-economic development of Cam Lam district in particular and the province in general. In the coming time, the Department of Industry and Trade will report to the Provincial People's Committee and closely coordinate with relevant departments and branches to find solutions, speed up the progress of attracting investment, and fill up Trang E 2 Industrial Park. The Department is committed to always creating the most favorable conditions to realize the development potential of this industrial park.
