Working with the People's Committee of Nghe An province, on the side of the Lao National Assembly delegation, there were comrades: Leeber Leebouapao - Member of the Party Central Committee, Chairman of the National Assembly's Committee for Planning, Finance and Audit; Thanta Kongphaly - Vice Chairman of the National Assembly's Committee for Planning and Finance; Amphaivone Lombounpheng - Chairman of the Huaphan Provincial People's Council; Leanevilay Chanthalaphan - Vice Chairman of the Bolikhamxay Provincial People's Council; Maysy Viengvilay - Chairman of the Economic , Planning and Finance Committee of the Xiengkhouang Provincial People's Council and other members of the delegation.
On the side of the Vietnamese National Assembly , there was Mr. Vu Tuan Anh - Standing Member of the Finance and Budget Committee. On the side of Nghe An province, there was Mr. Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee ; Tran Khanh Thuc - Director of the Department of Foreign Affairs and representatives of a number of departments and branches.
Working with the People's Committee of Nghe An province, Chairman of the Lao National Assembly's Committee for Planning, Finance and Audit Leeber Leebouapao emphasized that the main purpose of this visit and working session is to continue to strengthen and foster the solidarity and friendship between the two Parties and peoples of Laos and Vietnam; enhance cooperation between the National Assembly committees of the two countries and between relevant units; further exchange and strengthen the cooperative relationship with the People's Council as well as the Office of the National Assembly Delegation of Nghe An province.
At the working session, leaders of Nghe An province and the Lao National Assembly delegation discussed a number of issues related to decentralization of budget revenue and expenditure management between the central and local levels; decentralization of management of public investment projects; lessons learned in reviewing and handling issues after inspection and supervision results in the area.
The contents of the coordination mechanism between the National Assembly and the Office of the National Assembly Delegation and the Provincial People's Council; the coordination mechanism between the Office of the National Assembly Delegation and the Provincial People's Council with local departments and branches in supervision and inspection... were also discussed at the working session.
Pleased to welcome the Lao National Assembly delegation to visit and work in Nghe An province, Vice Chairman of the Provincial People's Committee Bui Thanh An said that in recent times, on the basis of the good relationship between Vietnam and Laos, Nghe An province has always focused on building relationships and cooperation with Lao localities.
Over the past 10 years, Nghe An province has directly trained thousands of Laotian students to study in Nghe An. Among them, many have become successful and are holding important positions in Lao government agencies. In the 2023-2024 school year, Nghe An received 31 students from 6 provinces of Xiengkhouang, Huaphan, Bolikhamxay, Vientiane, Savannakhet and Khammouane to study at the Ethnic Minority Boarding High School No. 2.
Affirming that strengthening cooperation activities in all areas of life, economy and society are important pillars in the relationship between Nghe An province and Lao localities, Vice Chairman of the Provincial People's Committee Bui Thanh An stated that the good relationship between Vietnam and Laos, between Nghe An province and Lao localities in recent times has been extremely strong, good and close. At the same time, he expressed his wish to continue receiving the attention of the People's Councils of the three provinces of Huaphan, Xiengkhouang and Bolikhamxay to soon implement the signing of cooperation agreements between the People's Councils, People's Committees and departments and branches of Nghe An province.
On behalf of the delegation, Chairman of the Lao National Assembly's Committee on Planning, Finance and Audit Leeber Leebouapao thanked the provincial leaders, departments, and branches of Nghe An province for their warm welcome and favorable conditions during the delegation's visit and work in Nghe An.
The delegation of the Lao National Assembly respectfully thanked the provincial leaders for their valuable sharing during the meetings. These are valuable lessons for the Lao National Assembly to refer to and supplement operational solutions to better fulfill its assigned roles and responsibilities.
