On that basis, the political commissars, political officers, commanders, political agencies and organizations proactively implement effectively and substantially, aiming to successfully complete political tasks.

The Division directed units to effectively promote many creative models and methods such as: "Pairs of friends progressing together", "Model class time", "Model guard shift"... Organizing training in accordance with the motto, viewpoint, principles, and combinations; attaching importance to comprehensiveness, synchronization, and specialization; focusing on 3 essentials: practical training, practical testing, and practical results reporting... Therefore, the training quality has many progressive changes, the rate of good and excellent personnel often exceeds the resolution's targets. At the same time, agencies and units always thoroughly grasp and strictly maintain the combat readiness regimes and routines, ensuring that "people are ready, means are ready" and when ordered, they will set out to carry out the mission. Therefore, the overall quality and combat strength of the Division are constantly improved, meeting the mission requirements in the new situation.

Implementing Uncle Ho's teaching: "A bowl of rice, a coin, a bullet, a pill, an inch of cloth, must go straight to the soldiers", the division has concretized the contents and solutions to implement well, notably the emulation movements: "The military logistics sector follows Uncle Ho's teachings"; building "Good military kitchen, good military supplies management"; "A good financial management unit", a "regular, safe, well-trained" transportation unit, "5 good military doctors". The medical team strives to be both red and specialized, profound in medical theory, rich in medical ethics, good in medical skills, dedicated, enthusiastic, upholding responsibility, working wholeheartedly for the health of soldiers and people.

The Division Party Committee and Party committees and organizations at all levels regularly pay attention to leading and directing the promotion of the exemplary responsibility of cadres and Party members in studying and following Uncle Ho. Proactively develop plans and synchronously deploy breakthrough measures to improve the capacity, responsibility and exemplary role of cadres, focusing on promoting the exemplary role of leading cadres at all levels; build a contingent of Party members with good qualities and capacity, exemplary in words and deeds, close to reality, attached to the unit, understanding comrades and teammates, truly being a shining example in studying and following Ho Chi Minh's ideology, morality and style.

In the implementation, the motto "above is first, below is last" has been strictly followed; "above is exemplary, below is actively followed", the agency sets an example for the unit, the cadres in charge set an example for the party members and the masses; cadres and party members strive and practice according to the spirit of "7 dares" (dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties, challenges and dare to act for the common good), setting an example at all times, in all places, in all fields, doing first to spread throughout the unit. Through implementation, the spirit, attitude, responsibility; working methods, work efficiency, solidarity with comrades and teammates of cadres and party members have been clearly improved, truly becoming typical nuclei in studying and following Uncle Ho.

On that basis, the Party Committees, commanders, political commissars and political officers at all levels of the division, based on the common criteria of the unit's Party Committee, specify the criteria and ethical standards of the cadres and soldiers at each level and each sector and implement them closely to the tasks of the agency, especially promoting the exemplary role of the leading cadres in studying and following Uncle Ho's moral example. At the same time, the entire division has promoted propaganda through the internal radio system and cultural institutions, constantly innovating and improving the quality of studying the topics.
