Van Hoa builds a model new rural commune that excels in digital transformation

Village head Cao Van Cuong said: “In the process of implementing the construction of the model village, the support of the State and the contributions of the people have created a new look for the countryside here, especially the level of "digitalization" that has been paid attention to and invested in. As simple as the story of the village meeting, in the past, information related to village and national affairs, the village head announced on the loudspeaker, even had to go to each household to inform. However, since building the model new rural village, the village has established a zalo group "Tan Dan Village Group" and a fanpage to interact with the people".

Digital transformation in Van Hoa commune contributes to changing the face of the homeland.

By establishing zalo groups and fanpages, people not only grasp timely and quick information, but this is also a channel for people to directly exchange with the village executive committee, thereby having effective propaganda information. The implementation has contributed to changing many aspects of people's lives, accordingly, over 87% of people of working age in the village have electronic payment accounts and use them to pay for digital services, serving essential needs. The rate of production and business households, production and business establishments in the village accepting electronic payments is 100%. The village has successfully built a digital transformation model (CDS) in the field of security, order, traffic safety, investing funds to install 6 camera eyes on main roads, crowded places to monitor security and order in the village and connected to the monitoring screen at the commune police headquarters. The practical effects that the security camera model has brought have helped the people of Tan Dan village in particular and the people of Van Hoa commune in general to trust and support the government more, and to be active in the fight against and prevention of crime and social evils.

In 2021, after being recognized as an advanced NTM commune, Van Hoa commune chose digital transformation as a prominent and important field in socio -economic development. To effectively implement, the commune promptly issued directive documents and developed a digital transformation plan in the area; completed the digital transformation steering committee and assigned groups to directly guide people, businesses, and related units to understand the purpose and meaning of digital transformation, thereby helping people agree to effectively implement it.

With the efforts and determination of the Party Committee, the government and the people, Van Hoa commune has actively mobilized resources to promote digital transformation in the area and achieved remarkable results. The results of mobilizing resources to invest in building outstanding digital transformation fields in the model new rural construction in the commune reached over 3.3 billion VND. Up to now, all incoming and outgoing documents of the commune have been resolved and processed in the electronic environment; documents are updated and processed on the document management software and work records at a rate of 100%, except for confidential documents. To ensure the management work from the commune to the village, the commune has established zalo groups for management, including zalo groups for cadres and civil servants; zalo groups for the commune digital transformation steering committee; zalo groups for party cell secretaries and zalo groups for village chiefs. The work of the Party Committee, government, Fatherland Front, and organizations is all handled on zalo groups and fanpages smoothly and effectively.

In addition to applying digital platforms in management, the commune also actively applies digital platforms in the economic sector with many effective models. A typical example is Mr. Le Trong Thinh's family in Dong Tho village with a scale of 3,000m2 of net house growing Kim Hoang Hau melon and a vegetable, root and fruit growing area using an automatic irrigation system, automatic temperature adjustment in the net house, fully automatic care according to pre-installed programming, contributing to saving labor costs, water resources, and increasing crop productivity.

In the cultural field, 8/8 villages are equipped with modern equipment systems including televisions, surveillance cameras and computers connected to the internet. Here, people can easily update information and perform public administrative procedures online at the village cultural house computer. Digital transformation has contributed to changing the lives of people in the commune. Up to now, over 80% of people of working age in the commune have electronic payment accounts, and can pay for essential services; the rate of production and business households and production and business establishments in the commune accepting electronic payments has reached 100%...
