Accordingly, the subjects participating in the program are all traders according to the provisions of law. The maximum value of goods and services used for promotion and the maximum discount for goods and services on promotion is up to 100%, according to the provisions of Clause 4, Article 6 and Clause 2, Article 7 of Decree No. 81/2018/ND-CP, dated May 22, 2018 of the Government .

Comrade Hua Truong Son - Deputy Director of the Department of Industry and Trade of Soc Trang province said that the program "National Concentrated Promotion Month 2025 - Vietnam Grand Sale 2025" is organized annually, with promotional activities combining traditional trade activities and e-commerce to create a spread and attract the participation of production and business enterprises in all fields. The purpose of the program is to stimulate the domestic consumer market in general and Soc Trang province in particular, promote production and business activities, gradually restore the economy and contribute to ensuring economic growth of the country. Through the program, businesses will proactively carry out many promotional activities with diverse and attractive content so that consumers can buy quality products and services at reasonable prices.
“Enterprises participating in the Program “National Concentrated Promotion Month 2025 - Vietnam Grand Sale 2025” will be supported and facilitated in carrying out administrative procedures and promotional activities locally; instructions on carrying out administrative procedures for announcing promotions on the National Public Service Portal (https://dichvucong.gov.vn) in accordance with regulations”, informed Mr. Hua Truong Son.
