On April 16th, the Politburo and the Secretariat of the Central Committee organized a national conference to disseminate and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam. The conference was held in person at the central venue in the Dien Hong Hall (National Assembly Building, Hanoi), combined with online connections to 21,000 locations including provincial and city Party Committees, Party Committees directly under the Central Committee, central ministries, departments, agencies, and public service units, as well as district and commune-level locations nationwide. Continuing the 44th Session, on the afternoon of April 16th at the National Assembly building, the Standing Committee of the National Assembly gave its opinion on the draft Resolution of the National Assembly on piloting the People's Procuracy to initiate civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests. They also reviewed the consolidated report on the results of monitoring legal documents under the responsibility of the Ethnic Council and the Committees of the National Assembly in 2024. On April 16th, the 4th Ho Chi Minh City International Food and Beverage Exhibition (HCMC Foodex 2025), themed "Natural, Green, and Sustainable Products," opened at the Saigon Exhibition and Convention Center (SECC). On April 16th, the Mong Cai International Border Gate Border Guard Station (Quang Ninh Provincial Border Guard) successfully rescued a Chinese citizen who was swept away by the water on the Ka Long border river while trying to retrieve a lost bag. Through investigation and verification, the citizen was identified as Wang Aichen (born in 1988, residing in Nanjin Village, Xinxiang County, Hunan Province, China). Authorities from both sides have completed the necessary procedures and repatriated the citizen. After more than three years of continuous negotiations, member states of the World Health Organization (WHO) have reached a consensus on the first global agreement aimed at improving the ability to prevent, prepare for, and respond to future pandemics. This step is expected to overcome the limitations revealed during the Covid-19 pandemic. At the conclusion of a meeting at WHO headquarters in Geneva, Switzerland, on April 16th, WHO delegates finalized the 32-page document with unanimous agreement on all terms.
