The National Assembly is seeking public opinions on the Draft Resolution amending and supplementing a number of articles of the 2013 Constitution with two groups of issues: The first group, on the two-level local government model and the second group , regulating the powers, functions and tasks of the Fatherland Front, socio- political organizations and mass associations assigned by the Party and State.
Breakthrough in institutional improvement
Sharing his views on the National Assembly collecting public opinions on some amendments to the 2013 Constitution, delegate Nguyen Chu Hoi - Hai Phong City Delegation emphasized the historical significance of this constitutional amendment. This is an opportunity to perfect the institution, consolidate the local government organization and pilot the “city within the city” model to suit reality.

He said that this amendment to the Constitution has historical significance, aiming to perfect the institution, enhance the effectiveness and efficiency of the state apparatus in accordance with the spirit of the Central Resolution, concretize and realize it in practice.
The arrangement of two-level local government organization (from three levels to two levels) needs to pay attention to the characteristics of large cities such as Hanoi and Ho Chi Minh City. In these cities, the commune/ward level plays an implementation role, directly interacting with the people, while urban planning and overall management need to be placed in the regional context, avoiding conflicts of authority and overlap.
Delegates emphasized that specific models such as "city within a city" (Thu Duc City and Thuy Nguyen City) are being piloted and need to continue to be summarized and evaluated to avoid hasty application.
“ The goal is to move towards a lean, efficient model that is suitable for practice and can be successfully replicated, ” the delegate emphasized.
Regarding the collection of public opinions on the draft amendment to the Constitution, delegates said that although the time is short, focusing on collecting opinions on the main contents, not amending the entire Constitution, still ensures quality.
Up to now, the rate of comments has been quite high, most of them agreeing, focusing on issues such as avoiding duplication between the Constitution and the Law on Organization of Local Government, ensuring the flexibility and effectiveness of constitutional documents. The Constitution has a long life, but the law on local organization will specify it, ensuring the ability to apply flexibly according to practice and through each development period.
According to delegate Nguyen Chu Hoi, regarding the role of the Vietnam Fatherland Front, this Constitution also defines more clearly the role of gathering and promoting its characteristics, while still maintaining the independence and unified management of the state. In the future, if necessary, the Law on the Fatherland Front will also have to be amended to conform to this new spirit.
Resolute, without delay and in accordance with the people's wishes
According to delegate Ta Van Ha - Quang Nam delegation, this constitutional amendment is not only a legal requirement, the Constitution stipulates that the amendment must be consulted with the entire people, which demonstrates respect and promotes the people's right to mastery.
" Although the content of the amendment is not comprehensive, mainly focusing on urgent issues related to the streamlining of the administrative apparatus, the collection of public opinions is still respected and implemented very carefully " - delegate Ta Van Ha assessed.

Implementing the Resolution of the 11th Conference of the 13th Party Central Committee, under its authority, the National Assembly passed the draft Resolution on amending the Constitution.
He emphasized that this constitutional amendment has been prepared for a long time, we have also had practical experience from merging provinces and cities such as Hanoi with Ha Tay or merging districts and communes...
“ Everything has been summarized and lessons learned, not hasty or subjective actions. This is the ripe, decisive time, there can be no more delay ” - delegate Ta Van Ha affirmed.
More importantly, since the Party's policies and opinions of the General Secretary, Politburo, and Central Executive Committee were released, information has been made public and fully transmitted on the media.
" Public opinion has been surveyed, discussed and listened to in advance, clearly demonstrating the spirit of " Party's will meets people's will". People are very interested, agree and excited about this reform " - he emphasized.
According to delegate Ha, the method of collecting public opinions this time is very diverse, rich, creative and appropriate. From organizations, unions, local agencies, to residential groups, ward police... to each house, distributing ballots, even collecting opinions through electronic identification applications such as VNeID. This shows the openness and respect for people's opinions, and at the same time affirms that this is a correct policy, trusted and highly agreed upon by the people.
