"Rebound" from linking seafood production and consumption along the value chain

Recently, at the Saigon Exhibition and Convention Center, the Department of Trade Promotion of the Ministry of Industry and Trade coordinated with domestic and international partners to organize the Vietnam International Food Industry Exhibition 2024 (Vietnam Foodexpo 2024). The exhibition has the participation of nearly 400 enterprises from more than 30 provinces and cities in Vietnam and more than 20 countries and territories. Participating in this fair, the Binh Thuan Department of Food Safety and Quality Management supported a chain facility, Hai Nam Company Limited, to display and promote nearly 40 products at the national trade pavilion. This is a great opportunity for this enterprise to promote and enhance its brand recognition and product brand at a national event of international stature. In particular, enterprises have the opportunity to do business and connect with partners in the country, region and the world in the fastest and most effective way.

Looking back at the results from linking seafood production and consumption according to the value chain in the past year, according to the provincial Department of Agriculture and Rural Development, in 2024, the agricultural sector mobilized 52 enterprises, agricultural, forestry and fishery production and trading establishments to participate in building 2 safe food supply chain models, with an annual controlled output of about 100 tons of frozen seafood (seafood chain) and about 40 tons of vegetables (agricultural chain). As a result, 1 facility was certified by VietGAP, 1 facility was certified by HALAL; 4 seafood facilities were supported to be certified by HACCP. Thanks to that, it contributed to increasing the added value of seafood products. On the other hand, the formed chain has strengthened and diversified the links in production.

Create motivation, help producers and businesses develop the chain

In particular, from July to December 2024, the Department of Fisheries and Aquaculture Quality Management surveyed and built a pilot model of linking seafood production and consumption according to the value chain in Phan Thiet City. Specifically, the central chain facility supported includes Hai Nam Company Limited and the initial production facilities are a number of fishing vessels in the area. The Department has built a complete model from the stages of fishing to purchasing, preliminary processing, processing, packaging (labeling), transportation, and business to ensure food safety to consumers.

The special feature of the chain operation is that the establishments participating in the model are linked in production and consumption of products through signing contracts to create binding and responsible conditions. Contributing to increasing the income of fishermen, creating stable jobs for workers at establishments linked to the chain; bringing benefits to the community. Through promotion, creating conditions for products to reach more customers, increasing the ability to consume products. Manufacturing enterprises participating in the chain increase output and production value, added value in business, stabilize production and sustainable development, the brand is increasingly trusted by consumers...

Ms. Ngo Minh Uyen Thao - Head of the Department of Quality Management of Natural Resources and Environment assessed that the model has created safe products with traceable origins. The products of the chain have self-declared their quality, 2 products fully meet the criteria for OCOP certification from 4 - 5 stars. Through inspection and assessment, the chain's central facilities have been required to maintain good conditions for ensuring food safety and effectively use the equipment and materials provided by the Department. From there, it creates conditions for businesses to expand, develop markets, increase production scale, create stable jobs for workers, especially local workers...

Regarding the possibility of replicating the model, the leader of the Department of Natural Resources and Environment said: Replicating the model will encourage and motivate, helping producers and businesses develop the chain systematically. It will gradually help promote economic development and increase income for people, especially in rural areas. However, for initial production facilities such as fishing boats, they are still small and scattered, not paying attention to group linkage, and still operating in the traditional way. Many facilities are willing to break the linkage agreement for immediate benefits. The seafood processing facilities participating in the chain are mainly small-scale, the production equipment is mainly manual or semi-manual, although some facilities have paid attention to investing and renovating factories, maintenance and repair work is not carried out regularly.

Currently, the Department of Quality Management of Agricultural and Rural Development recommends that the Department of Agriculture and Rural Development balance and allocate funds to continue to maintain and expand chain models in the coming time. At the same time, pay attention to and create favorable conditions for promoting and connecting supply and demand of safely controlled products. Individuals participating in the chain continue to maintain and develop a safe agricultural, forestry and fishery supply chain. At the same time, take responsibility for food safety for the products they produce and trade to link production and consumption of seafood according to the value chain, creating momentum and bringing the highest efficiency.
