On June 24, 2025, the Government Office issued Notice No. 316/TB-VPCP on the conclusion of Deputy Prime Minister Bui Thanh Son at the meeting to review the progress of Ninh Thuan nuclear power plant projects. Accordingly, the Deputy Prime Minister emphasized the urgent importance of developing power sources, including nuclear power, to ensure energy security, meet the requirements of double-digit socio-economic growth in the coming time and implement the commitment to net zero emissions by 2050.
Restarting Ninh Thuan nuclear power projects
In response to the above urgent requirements, since the end of 2024, the Politburo , the Central Executive Committee, the Government and the Prime Minister have given strong directions on restarting the two projects of Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plants. The Prime Minister directly chaired two meetings of the Steering Committee for the construction of nuclear power plants, assigning 13 key tasks to ministries, branches and localities.
According to the report, 6/13 tasks have been completed (47%), 5 tasks are being implemented (38%) and 2 tasks have not been implemented (15%). However, the progress of negotiations with international partners, especially with the Ninh Thuan 2 project, is still slow, which risks affecting the goal of completing construction investment before December 31, 2030 (December 31, 2031 at the latest) as directed by the Prime Minister.
Nuclear power development must achieve dual goals
Deputy Prime Minister Bui Thanh Son emphasized: Nuclear power development needs to meet dual goals, both as a new source of electricity and as a solution for clean energy transition, towards zero net emissions by 2050.
However, this is a new field for Vietnam, requiring learning from international experience, updating modern technology, building a complete legal corridor and training high-quality human resources.
Speed up negotiations, perfect the leadership apparatus
The Deputy Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with ministries and branches to urgently complete the Steering Committee for the construction of nuclear power plants and complete the implementation plan of Resolution 189/2025/QH15 on special mechanisms and policies for the project.
In particular, the Ministry of Industry and Trade was assigned to establish a Negotiation Team for investment cooperation in the construction of the Ninh Thuan 1 Nuclear Power Plant and urgently negotiate with Russia, completing in July 2025 to sign the Intergovernmental Agreement in August 2025. At the same time, coordinate with relevant units to work with Japan on the possibility of continuing to invest in the Ninh Thuan 2 Project.
Focus on removing difficulties and improving legal framework
The Deputy Prime Minister assigned ministries and sectors, especially the Ministry of Industry and Trade, the Ministry of Finance, the Vietnam Electricity Group (EVN), the Vietnam National Energy and Industry Group (PVN) and the Ninh Thuan Provincial People's Committee to proactively handle difficulties arising within their authority. The Ministry of Science and Technology was assigned to review and unify regulations on safe distances between residential areas and nuclear power plants, and complete the draft Law on Atomic Energy (amended) to submit to the National Assembly at the 9th Session.
The Ministry of Finance shall promptly allocate capital from the central budget revenue increase source for Ninh Thuan province to implement resettlement and resettlement; coordinate with the State Bank and units to negotiate credit agreements for the project.
Resolutely clear the land, stabilize people's livelihoods
The People's Committee of Ninh Thuan province was requested to complete land use planning, speed up site clearance, and ensure resettlement for people with the principle of "better than or equal to the old place of residence", and not allow negativity or waste to occur.
Vietnam Electricity Group (EVN) and Vietnam National Energy Industry Group (PVN) closely coordinate with localities in technical preparation, negotiation, and resettlement.
The announcement of the Government Office demonstrates the high political determination and close direction of the Government to soon put Ninh Thuan nuclear power projects into implementation, ensuring clean and sustainable energy development and meeting the country's growth requirements in the coming period.
