In the condolence book at Pho Khanh Commune People's Committee, there is a line of words to bid farewell to formerPresident Tran Duc Luong, recording: "Deeply regret the loss of former President Tran Duc Luong. Uncle Luong! In 1995, my house collapsed after a storm. Fortunately, thanks to your help, I had a new house to live in in 1996. A war invalid like me, no longer able to work, if not for your help, who knows when I would be able to provide a roof for my wife and children. Deeply regret Uncle"...
That line is from war invalid Pham Van Nuoi, as if recounting the memory of the day he met former President Tran Duc Luong.

He said: “At the end of that year, my house was devastated after the storm. Comrade Tran Duc Luong and his wife came to visit and encourage my family. Seeing my family’s situation, he directed the authorities at all levels to pay attention and support us in building a house of gratitude. In 1996, I had a new house. That house is still sturdy to this day.”
Mr. Pham Van Nuoi is 73 years old, his health is declining, his left leg is completely paralyzed, his right leg is getting weaker and weaker, and he is sick. He rarely leaves home, but when he heard that former President Tran Duc Luong passed away, he decided to ask his children and grandchildren to take him to the People's Committee Hall of Pho Khanh Commune with the wish to burn incense and bid farewell to a benefactor of his family returning to his homeland.
