On the morning of December 30th, in Hanoi , the National Remote Sensing Agency held a conference to summarize its work in 2025 and outline key directions and tasks for 2026.

In her remarks at the conference, Deputy Minister Nguyen Thi Phuong Hoa highly appreciated the efforts, endeavors, and results achieved by the National Remote Sensing Agency in 2025, especially in the context of the Ministry's merger and reorganization of its structure with many major changes.

According to the Deputy Minister, the rapid stabilization of the organization, the maintenance of smooth operations, and the completion of a large volume of professional tasks have demonstrated the sense of responsibility and proactiveness of the staff and officials of the National Remote Sensing Agency.

Making remote sensing a pillar of technology serving multiple industries.

Deputy Minister Nguyen Thi Phuong Hoa affirmed that with the merger of the Ministry of Agriculture and Environment and its operation under the new model, the field of remote sensing has more advantages to play its role. Remote sensing not only serves one field but is a fundamental tool that effectively supports multi-sectoral and multi-field management, from agriculture, forestry, crop cultivation, water resources, and the environment to disaster prevention and control and socio-economic development. Therefore, the requirement is for the Department to proactively take advantage of this opportunity to expand the scope of application and enhance the practical value of remote sensing.

In outlining the tasks for 2026, the Deputy Minister emphasized that each leader, official, and employee of the Department needs to continue to uphold a sense of responsibility, actively contribute ideas, and propose initiatives for the common good, aiming to further expand the application of remote sensing, not only within the Agriculture and Environment sector but also spreading to many other sectors and fields.

Regarding institutional work, the Deputy Minister stated that 2026 is a crucial year for focusing on reviewing and amending Decree No. 03 in accordance with the directives and suggestions of Deputy Prime Minister Tran Hong Ha. Simultaneously, the Department needs to proactively coordinate and gather comprehensive feedback from relevant ministries and agencies to ensure the revised decree is of high quality, feasible, and practical. Furthermore, finalizing the four economic-technical norms and two standards should be considered a key task, creating a legal and technical foundation for expanding the application of remote sensing.

Regarding personnel organization, the Deputy Minister assessed that perfecting job positions and organizing examinations for promotion and advancement of civil servants and public employees is an urgent requirement in 2026, in order to build a strong professional team to meet the development requirements of the remote sensing field in the new phase.

In the field of scientific research, the Deputy Minister stated that the Department needs to continue effectively implementing Resolution No. 57-NQ/TW, focusing on researching and proposing new and advanced technologies that can be applied in Vietnam. According to the Deputy Minister, scientific proposals must ensure feasibility and be linked to practical needs, thereby gradually enhancing the Department's position and aiming to develop remote sensing into an independent and robust technology sector.

In addition, the Deputy Minister emphasized the need to strengthen international cooperation and proactively keep abreast of global technology trends to serve research, policy advice, and long-term project proposals. Close coordination with units inside and outside the Ministry is identified as a crucial condition for creating more tasks and development opportunities for the remote sensing field.

Regarding data management, the Deputy Minister stated that it is necessary to promote the sharing, connection, and effective exploitation of remote sensing databases, thereby fostering the development of remote sensing as a new technology with high dissemination potential, serving practical purposes in state management and socio-economic development.

Deputy Minister Nguyen Thi Phuong Hoa expressed her confidence that, with clear direction, a spirit of innovation, and the unity of the staff, the National Remote Sensing Agency will continue to strive to build remote sensing into a long-term developing technology sector, making increasingly important contributions to the overall development of the Ministry and the country.

Improving institutions and ensuring efficient operation of the national remote sensing data infrastructure.

Earlier, reporting at the Conference, Deputy Director Pham Minh Hai stated that in 2025, the National Remote Sensing Agency proactively adapted, stabilized its organization, and completed a large volume of state management and professional tasks, thereby continuing to affirm its core role in the field of remote sensing.

First, the work of building and perfecting the institutional framework has been implemented systematically and on schedule. The Department focused on amending the Decree replacing Decree No. 03/2019/ND-CP; advising on the issuance of two important circulars related to the operation of remote sensing image data acquisition infrastructure and economic-technical norms for flood monitoring using remote sensing technology. At the same time, many national technical standards have been developed, contributing to the completion of the legal framework for the management, exploitation, and application of remote sensing.

Simultaneously, the Department maintains the efficient operation of the national remote sensing data acquisition infrastructure, including the VNREDSat-1, SPOT6, and KOMPSAT-3A stations, promptly meeting the requirements for monitoring territory, resources, and the environment. In particular, in 2025, the national remote sensing database will officially become operational, serving as a central data infrastructure for state management, planning, and disaster response.

Throughout the year, the Department implemented a comprehensive range of remote sensing-based monitoring activities across key areas such as transboundary water resources, marine environment, wetlands, greenhouse gas emissions, land use change, and natural disasters. The operation of the Sentinel Asia system facilitated rapid monitoring of storms, heavy rainfall, and flooding, providing timely data to agencies involved in forecasting and disaster prevention and control.

Quality management and remote sensing product testing continued to be strengthened; many large-scale projects were completed or reached over 90% completion. Simultaneously, the provision of public services related to remote sensing data was maintained smoothly, linked to administrative procedure reform and digital transformation; personnel organization, training, and emulation-reward programs were implemented synchronously, contributing to improved management efficiency.

Looking ahead to 2026, Director Tran Tuan Ngoc stated that the National Remote Sensing Agency aims to continue improving its institutional framework, modernizing its infrastructure, promoting digital transformation, and applying new technologies to serve state management in agriculture, resources, and the environment. The focus will be on advising on the development of the Remote Sensing Law, finalizing circulars, regulations, and economic-technical norms; and simultaneously implementing investment and development tasks, prioritizing the monitoring of sea level rise, land reclamation, landslides, flash floods, and other unusual environmental phenomena.
