Increase social security, reduce poverty effectively

With many specific policies and synchronous solutions, Hai Phong city is effectively reducing poverty, gradually realizing the goal of no more poor households by 2025.

Overcome difficulties and rise up

These days, the greenhouse and net house area for growing vegetables, tubers and fruits in the direction of high-tech agriculture in Truong Tan commune (West Hai Phong area) is bustling with traders coming to buy melons and spices. In the joy of harvesting, Ms. NTH, a poor household in the commune, said: "With the support of the Women's Union of the commune, I invested in building a greenhouse to grow melons, then rotated with spices. Each crop, after deducting expenses, I save tens of millions of VND. The commune officials said that this year my family is eligible to escape poverty."

Not only Ms. H., in recent times, thanks to the right, accurate and practical support policies, many poor and near-poor households in the city have had the opportunity to improve their livelihoods and improve their quality of life. With the motto of "giving fishing rods instead of fish", the city focuses on supporting production, creating jobs and building houses, helping people proactively rise out of poverty sustainably.

The family of Ms. Nguyen Thi Khot, a near-poor household in Hong Bang Ward, has just moved to a new house after a long time living in cramped, degraded conditions. She emotionally said: “Settling down and working. Thanks to the support of the government and mass organizations, I have more motivation to try. Hopefully this year my family will no longer be a near-poor household in the locality.”

Practical and consistent policy

To achieve the above-mentioned goal of reducing the poverty rate, together with the efforts of the people, the city authorities at all levels have implemented a series of comprehensive and in-depth social security policies. Notably, there are two specific resolutions providing direct cash support to members of poor households, near-poor households, households that have just escaped poverty, and those in particularly difficult circumstances.

According to Mr. Bui Van Thang, Director of the Department of Agriculture and Environment, from 2022 to present, Hai Phong city has implemented Resolution No. 04/2022 of the City People's Council, supporting an average of about 16,000 cases/year with a total implementation cost of more than 380 billion VND. The People's Council of Hai Duong province (old) issued Resolution No. 37/2024 regulating support for members of poor households and households escaping poverty in the province, helping 6,640 members of 4,685 poor households to receive support, with a total cost of 39.3 billion VND, (the number of poor households decreased from 6,287 households to 1,602 households)... These policies create favorable conditions for people to stabilize their lives and invest in production and business.

“The remaining poor households in the city today are mostly households with members who are unable to work. Therefore, the implementation of the two resolutions above demonstrates the city's practical concern and thoughtful care for the poor. Thereby, affirming the commitment "For the poor - Leaving no one behind", comrade Thang emphasized.

In addition to budget resources, Hai Phong also promotes the mobilization of the participation of the whole society. Many businesses, organizations and individuals inside and outside the city actively join hands to support the poor through programs such as: building houses, granting scholarships, issuing health insurance cards, supporting medical examination and treatment, giving Tet gifts, sponsoring orphans...

A notable highlight is the development of production models suitable to local conditions, with the participation of poor and near-poor households. In many communes, wards and special zones of the city, poor and near-poor households and households that have just escaped poverty know how to convert ineffective rice fields to grow short-term fruit trees and vegetables, helping to significantly increase income.

In addition, projects such as: "Support for planting onions", "Raising quails for egg laying", "Aquaculture", "Planting cassava"... are also flexibly implemented according to regions, creating conditions for people to apply technical advances, increase productivity and product value.

Up to now, city mass organizations, cooperatives, and households have established 124 chains and models of economic development linkages in the fields of cultivation, animal husbandry, and small-scale industry... These models and chains are helping hundreds of households gradually stabilize their lives and escape poverty sustainably.

With the active participation of the entire political system, the support of the business community and the consensus of the people, important resources are being created to help Hai Phong effectively implement the multidimensional and sustainable poverty reduction program.

According to the report of the Department of Agriculture and Environment, after the merger of Hai Duong province and Hai Phong city, Hai Phong city only has 6,287 poor households, accounting for 0.48% of the total number of households; near-poor households are 14,465 households, accounting for 1.12% of the total number of households (data calculated according to the review results at the end of 2024).

The city aims to reduce the poverty rate to 0.2% by the end of 2025, aiming to have no more poor households according to the multidimensional poverty standard for the 2021-2025 period in the following years.
