- On May 7, comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the construction and site clearance of the Huu Nghi - Chi Lang border gate expressway project. Attending were leaders of Military Region 1, representatives of departments and branches; leaders of Chi Lang, Cao Loc, Van Lang districts, and Lang Son city. and representatives of project enterprises and contractors.
According to the report, by the end of April 2025, the People's Committees of districts and cities had handed over the entire route's land for 55.76/59.76 km, equivalent to 93.36% of the route's length.
Regarding construction and installation, the contractor has organized 98 teams, mobilized nearly 1,000 machines and equipment and more than 2,000 personnel to serve the production of items along the entire route. As of May 6, the value of the completed packages is estimated at 1,030/6,360 billion VND.
Currently, the project is facing problems with site clearance for some locations that require relocation of technical infrastructure, buildings, structures and dumping sites.
Specifically, there are still 187 households on the route that have not moved their residence to hand over the land; there are still 6 110 Kv pole locations, 125 35 Kv pole locations that have not been moved out of the project scope and there are still 24 dumping sites that have not been cleared.
During the inspection, representatives of the district People's Committees reported on the difficulties in clearing the land for housing sites, and some residential areas in the project are stuck in the planning of the border gate area. Regarding the relocation of technical infrastructure systems and clearance of landfill sites, the district People's Committees recommended that contractors set up markers to determine the scope of site clearance and additional landfill sites to carry out the site clearance process according to regulations.
Representatives of construction contractors proposed that the Provincial People's Committee direct the District People's Committees to urgently clear the sites of waste dumps for construction of the project's roadbed. At the same time, contractors proposed that the Provincial People's Committee allow the increase of the capacity of quarries, control material prices, to meet construction needs, and shorten the project's progress in 2025 in accordance with the Prime Minister's direction.
The project enterprise proposed that the Provincial People's Committee allow advance payment of materials using budget capital from now until the end of 2025 and promptly remove obstacles in land use planning for the additional area for project implementation.
In his concluding remarks at the inspection, the Chairman of the Provincial People's Committee commended the People's Committees of districts and cities for their efforts in site clearance; departments and branches have advised the Provincial People's Committee to promptly resolve arising problems. Regarding construction and installation, contractors have added manpower and organized construction at the site to basically meet the requirements.
Regarding the tasks in the coming time, the Chairman of the Provincial People's Committee requested: The People's Committees of districts and cities must completely resolve the unfinished land positions on the route before May 20, 2025 and complete the clearance of the dumping site before May 30, 2025. At the same time, regarding support for non-policy land clearance for individual households in special cases, the People's Committees of districts, cities and contractors must proactively discuss and handle according to their authority to promote land clearance work.
Regarding construction and installation organizations, the Chairman of the Provincial People's Committee requested: Investors and construction contractors must focus highly and closely follow the progress requirements set by the Prime Minister to speed up production at the construction site, especially at key construction locations. At the same time, contractors must develop plans and arrange human resources appropriately to increase shifts at the construction site.
Regarding construction quality management, the Chairman of the Provincial People's Committee requested: The subjects participating in project implementation strictly comply with the provisions of law on construction quality management procedures at the project.
Regarding the participation of the military to support the acceleration of the project's progress, he suggested that Military Region 1 review the capabilities of the units, register with the Provincial People's Committee and investors to participate in accelerating the project's progress.
