According to the Ministry of Agriculture and Environment , after nearly 8 years of combating IUU fishing and removing the EC's yellow card warning, the contents recommended by the EC have been basically overcome. The number of fishing vessels nationwide has been reviewed and firmly grasped and the handling of "3 no" fishing vessels has basically been completed. Localities have applied information technology to monitor and control the monitoring of seafood output unloaded through ports; implemented electronic traceability (eCDT) to ensure transparency and legality for export shipments to the European market. Law enforcement, criminal handling, and administrative sanctions have been resolutely implemented by localities, creating a strong change in deterrence and education in the fishing community...
In addition to the achieved results, there are still some tasks that are slow to be overcome and not thoroughly handled. There are still cases of fishing vessels violating illegal exploitation in foreign waters; the extension and granting of exploitation licenses are still slow; control of exploitation logs in some localities is not guaranteed; human resources for managing fishing ports are still lacking and weak...
In Phu Yen, there are currently 2,995 fishing vessels registered on the national fisheries database system, of which 686 fishing vessels are 15m or longer. The number of fishing vessels installed with voyage monitoring equipment (VMS) is 679/686, reaching 98.98% (the remaining 7 fishing vessels that have not installed VMS equipment are due to damage, being on shore and fishing vessels that have just been granted registration certificates). In recent times, with the drastic participation of the entire political system from the province to the grassroots level, the fight against IUU fishing in Phu Yen has had many positive changes. From 2019 to now, no fishing vessels from Phu Yen violating the exploitation of aquatic resources in foreign waters have been arrested or handled...

At the conference, delegates discussed, focusing on key and urgent tasks and solutions such as preventing and handling fishing vessels and fishermen who violate regulations on illegal fishing in foreign waters; law enforcement, handling of violations of regulations on disconnecting VMS, exceeding permitted fishing boundaries at sea, and violating illegal fishing in foreign waters...
Speaking at the conference, Deputy Minister Phung Duc Tien requested central ministries, branches and coastal localities to continue to thoroughly grasp and seriously and effectively implement Directive 32-CT/TW dated April 10, 2024 of the Secretariat, Resolution 52/NQ-CP dated April 22, 2024 of the Government and the directions of the Prime Minister and Deputy Prime Minister on combating IUU fishing. Urgently review, verify and thoroughly handle violations of IUU fishing, disconnection of VMS, crossing maritime boundaries, and violations of foreign waters. Localities regularly report on the work of overcoming the EC's recommendations, continue to carry out peak law enforcement, patrol, inspection, control, resolutely prevent and not let fishing vessels and fishermen violate IUU fishing.
