On September 20, the Department of Medical Examination and Treatment Management (
) and FHI-360 Organization in Vietnam signed an agreement on the Cooperation Program to enhance the capacity of the National Surveillance System on Antimicrobial Resistance in Vietnam in 2024-2025.
The cooperation contents focus on strengthening the surveillance system for antibiotic resistance and antibiotic use in the health sector; promoting a One Health approach in sharing information and data on antibiotic resistance surveillance. Specific activities include: strengthening laboratory expertise and ensuring biosafety and biosecurity for laboratories and reference laboratories participating in the National Surveillance System on Antibiotic Resistance; assessing needs and identifying priorities in antibiotic resistance surveillance; improving the quality of national antibiotic resistance surveillance data, strengthening data analysis capacity and reporting of surveillance results; implementing surveillance of antibiotic use and consumption; improving the sharing of laboratory data with clinical and enhancing the use of antibiotic resistance data at the hospital and management agency levels... The cooperation between the two sides helps to enhance information sharing on antibiotic resistance surveillance, antibiotic use and consumption between the Ministry of Health,
the Ministry of Agriculture and Rural Development , the Ministry of Natural Resources and Environment and relevant partners; Share information and knowledge on drug resistance between research agencies and state management agencies; conduct a number of studies and organize conferences and seminars on drug resistance.

Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management (Ministry
of Health ), said that drug resistance is a global health and development threat that requires urgent and appropriate multi-sectoral actions to achieve sustainable development goals. The World Health Organization has declared drug resistance as one of
the top 10 global public health threats facing humanity. The misuse and abuse of drugs is the main cause of the development of drug-resistant microorganisms. In Vietnam,
the Prime Minister approved the National Strategy for Antimicrobial Resistance Prevention and Control for the 2023-2030 period, with a vision to 2045, in Decision No. 1211/QD-TTg dated September 25, 2023. The strategy is the foundation for implementing solutions and actions to achieve the goal of reducing drug resistance. The Ministry of Health has been coordinating with domestic and international agencies, organizations and partners to implement many actions on preventing and combating antibiotic resistance: such as communicating and raising public awareness about the causes and consequences of antibiotic resistance; training to improve the professional qualifications of doctors and pharmacists in diagnosing, treating, prescribing antibiotics appropriately and responsibly; establishing and strengthening the national surveillance system on antibiotic resistance; developing and implementing a program to manage antibiotic use in hospitals; monitoring hospital infections; developing legal documents and professional guidelines on treatment, microbiology, clinical pharmacy, infection control, etc. However, antibiotic resistance is still increasing and is a major challenge for the health sector.

It is known that in order to support the prevention and control of antibiotic resistance in Vietnam, on March 12, 2021, the Ministry of Health of Vietnam and the Ministry of Health and Social Care of
the Government of the United Kingdom of Great Britain and Northern Ireland signed a cooperation agreement on the field of antibiotic resistance; The amendment of the Agreement on the implementation of the Project "Support for capacity building on safety, biosecurity, quality management and advanced techniques for the surveillance system of antibiotic-resistant bacteria in Vietnam" was signed on May 1, 2024 between FHI 360 and Mott MacDonald (Fleming Fund Management Agency in Vietnam). Based on the signed documents, the Department of Medical Examination and Treatment Management and FHI-360 agreed to cooperate towards the core goal of strengthening the National Surveillance System on antibiotic resistance, monitoring the use and consumption of antibiotics and gradually implementing solutions to overcome the challenges of antibiotic resistance in Vietnam. Dr. Ha Anh Duc affirmed that, as the standing agency of the Antimicrobial Resistance Prevention and Control Program, the Department of Medical Examination and Treatment Management will cooperate closely and effectively with relevant agencies and organizations in implementing goals and solutions to prevent antimicrobial resistance in Vietnam.
