Strengthening enforcement capacity for Vietnam Customs

(PLVN) - Vietnam Customs has just opened the National Workshop on Rules of Origin in Hanoi to affirm its proactive integration, improve enforcement capacity and contribute to ensuring strict implementation of international trade commitments.

From May 20-22, 2025, the Customs Department coordinated with the World Customs Organization (WCO) to organize a National Workshop on Rules of Origin in Hanoi, with the participation of WCO experts and Customs officers from units under the Customs Department.

The workshop is part of the WCO's technical assistance program to enhance the capacity of Vietnam Customs in applying, inspecting and determining rules of origin of goods, especially in the context of many new-generation free trade agreements (FTAs) being implemented.

In his opening remarks at the workshop, the representative of Vietnam Customs emphasized the key role of rules of origin in ensuring the proper implementation of international trade commitments, combating origin fraud and protecting the legitimate interests of compliant enterprises. The WCO representative also discussed issues of concern to WCO members in the field of origin, the WCO's efforts in developing guidelines and tools to support the implementation of rules of origin, anti-fraud solutions in this field as well as technical support activities for member countries, including Vietnam.

During the three working days, delegates will be updated with information and share practical experiences around the following contents: Introduction to WCO's technical support tools and documents on origin; Practices and challenges in Vietnam in implementing rules of origin; Mechanism for certification of origin, self-certification by importers; Checking and verifying origin, detecting fraud and managing risks in self-certification; Guidance and discussion of practical situations; Pre-determination of origin... In particular, group discussions and reports from participating officials will create opportunities to share experiences and propose improvements to local enforcement.

With the participation of officials from the functional units of the Customs Department and 20 regional Customs Sub-Departments, the contents discussed at the Workshop will be widely disseminated throughout the industry. At the same time, the WCO's tools and recommendations to enhance the effectiveness of inspection and origin determination will continue to be studied for implementation in accordance with the reality in Vietnam.

The organization of this Workshop affirms Vietnam Customs' commitment to proactively integrate, improve enforcement capacity and contribute to ensuring strict implementation of international trade commitments.
