Due to the influence of El Nino, since the beginning of the year, rainfall in many regions across the country has been deficient, temperatures have been high, and hot weather has been prolonged; drought, water shortage, and saltwater intrusion have occurred in some localities, especially in the Mekong Delta and the Central and Central Highlands regions. According to forecasts, in the coming time, the average temperature will tend to be higher than the average of many years, especially in the summer; hot weather is likely to continue to appear many times; there is a risk of continued heat, drought, water shortage, and saltwater intrusion, especially in the Central and Southern regions.
Pursuant to Official Dispatch No. 19/CD-TTg dated March 8, 2024 of the Prime Minister on focusing on responding to the peak of saltwater intrusion in the Mekong Delta and Directive No. 11/CT-TTg dated April 1, 2024 of the Prime Minister on strengthening measures to prevent and combat heat waves, drought, water shortages, and saltwater intrusion; the Ministry's leaders request the Heads of Public Security of units and localities to direct and implement the following key tasks:
1. Organize monitoring and grasping the situation of heat, drought, water shortage, saltwater intrusion, and fresh water shortage in the area; proactively coordinate with relevant agencies and units to promptly deploy response measures appropriate to the actual situation in the locality according to the "4 on-site" motto; proactively develop plans and solutions to ensure absolute safety for the response force.
2. Local police: (1) Proactively grasp the factors affecting people's lives and production, promptly advise local Party committees and authorities on solutions to stabilize people's lives and production in areas affected by saltwater intrusion and high tides; (2) Direct the Mobile Police, Fire Prevention, Fire Fighting and Rescue Police to use specialized vehicles, boats and ships to promptly transport fresh water to support residential areas at risk of water shortage and saltwater intrusion to ensure fresh water for people's production and daily life; (3) Direct the grassroots police force, especially the Commune Police, to grasp the situation, ensure security and order in the area, promptly detect acts of taking advantage of saltwater intrusion and high tides to violate the law and disrupt security and order; (4) Develop plans to ensure the safety of headquarters of units, promptly relocate goods, equipment, vehicles, and assets at headquarters that may be affected by saltwater intrusion; (5) Prepare food, fresh water, equipment, vehicles, medicine, and disease prevention chemicals to ensure service for disaster prevention, search and rescue, and environmental sanitation.

3. Step up propaganda, dissemination, and guidance for people to implement measures to cope with heat, drought, water shortage, saltwater intrusion, etc. Provide timely information on natural disaster situations and images and activities of the People's Public Security force in disaster prevention, control, and search and rescue on mass media.
4. The functional units of the Ministry (Mobile Police Command; Fire Prevention, Fire Fighting and Rescue Police Department; Traffic Police Department; Police Department for Management of Prisons,Educational Institutions, and Reformatories; Planning and Finance Department; Construction and Barracks Management Department; Equipment and Logistics Department; Telecommunications and Cryptography Department; Health Department; People's Public Security Communications Department) are ready with forces, means, supplies, medicine, medical supplies, and funds to promptly support localities when necessary; have plans to ensure communications to serve command and operation in response to natural disasters, organize search and rescue, and deploy plans to ensure environmental sanitation, epidemiology, disease prevention, and injury prevention during and after natural disasters.
