Accordingly, the Chairman of the Provincial People's Committee assigned: The Provincial Police: To preside over and coordinate with departments, branches, People's Committees of communes, wards and relevant agencies and units to launch a peak period to ensure traffic safety; public order, urban civilization (from August 1, 2025 to November 14, 2025). Strengthen patrolling, controlling and handling violations of traffic safety with the principle of "rule of law", "no forbidden zones, no exceptions". Focus on handling violations that are the main causes of serious traffic accidents, such as alcohol concentration violations, speeding, reckless driving, failure to comply with traffic signs and signals, driving in the wrong part of the road or lane; teenagers gathering to drive vehicles at high speed, weaving, swerving, going in the wrong direction; violations among school-age children; Acts of handing over vehicles or allowing unqualified people to drive vehicles causing accidents, etc. Increase patrols, control, and strictly handle violations, especially those that are direct causes of accidents such as: alcohol concentration violations, speeding, not wearing helmets, weaving, reckless overtaking, etc. Conduct a general review, coordinate with relevant units to survey and handle points where traffic accidents frequently occur, potential traffic accident points, encroachment on traffic safety corridors, and unreasonable traffic organization in the whole province (to be completed before August 30, 2025). Strengthen propaganda and dissemination of traffic laws, etc.
Request Department of Construction: Advise the Provincial People's Committee to develop and implement the Traffic Infrastructure Plan in line with the Master Plan for local socio -economic development. Focus on planning service roads and residential roads in urban areas, industrial parks, economic zones, commercial and service areas, and densely populated areas; arrange sidewalks, parking lots; infrastructure and equipment to ensure traffic safety such as signs, traffic lights, crosswalks, speed bumps, and speed paint suitable for each area and route. Continue to control urban planning and development along national highways; do not grant construction permits for housing projects, public works, and industrial parks within the limits of road traffic and urban traffic. Direct the acceleration of progress, quality, and ensuring traffic safety in investment projects to build and upgrade traffic infrastructure; regularly inspect and maintain traffic infrastructure. Organize a general review and handling of "black spots", "potential spots" of traffic accidents, routes and areas violating traffic safety corridors; review and handle the responsibilities of units that have been repeatedly recommended but have been slow to resolve, causing traffic congestion and very serious and especially serious traffic accidents (to be completed before August 30, 2025). Preside over and coordinate with the Provincial Police, departments, branches, People's Committees of communes and wards to organize a peak period of clearing traffic safety corridors in the province (to be completed in the third quarter of 2025)...
People's Committees of communes and wards: Promote the role of prestigious people, Party cell secretaries, residential group leaders and mass organizations in propagating and mobilizing people to strictly comply with traffic safety laws, especially "don't drive after drinking alcohol". Manage and maintain the assigned road system in the area; propagate and disseminate to the people regulations on protecting road traffic infrastructure; provide warnings and ensure traffic safety on dangerous routes that adversely affect safe driving; review and add speed bumps and warning signs at intersections between inter-commune roads, inner-city roads and rural roads. Organize a peak period of inspection, handling and clearance of encroachment and illegal use of roadsides, sidewalks, and road traffic safety corridors, ensuring public order and urban civilization (from August 1, 2025 to November 14, 2025).
The Directive also emphasizes the role of propaganda and education of traffic awareness in the community of mass organizations, schools, enterprises... At the same time, it emphasizes the responsibility of heads of agencies, units, and localities in ensuring traffic safety; consider and handle the responsibility of heads of local Party committees and authorities if the traffic safety situation becomes complicated in the area due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within the scope of management.
The issuance of Directive No. 01/CT-UBND demonstrates Ninh Binh province's determination to stabilize the traffic situation in the initial stage after the province's merger, aiming to build a safe, civilized, and modern traffic system, contributing to serving the socio-economic development goals after the province's merger.
