Strengthening the building of grassroots party organizations and improving the quality of party members

Implementing the Resolution of the 14th Provincial Party Congress, term 2020-2025, in recent years, the work of consolidating and building grassroots party organizations (TCCSĐ) and improving the quality of party members (DV) has been focused on by the Provincial Party Committee, the Provincial Party Standing Committee and Party committees at all levels in the province and achieved many results. The work of building clean and strong TCCSĐ is associated with building a streamlined political system apparatus that operates effectively and efficiently... The work of developing Party members is focused on quality and quantity.

Strengthening grassroots party organizations

Fully aware of the role and position of the Party Central Committee, in recent years, the Provincial Party Committee has deployed and issued programs, plans, and documents focusing on leadership and direction on Party building and rectification and the political system; and reorganizing the political system to ensure the central government's guiding viewpoints and to suit local realities. Through the reorganization and consolidation of the Party Central Committee, the Provincial Party Committee has increased the number of Party Central Committees by 14 compared to the beginning of the term, to 442 (including 146 grassroots Party Committees and 296 grassroots Party cells). The reorganization and consolidation of the Party Central Committees have been carried out in accordance with the central government's procedures and instructions; the Party Central Committees after the reorganization and consolidation have gradually stabilized their organizational models, ensuring good performance of their functions and tasks of leading political tasks, cadre management, and leadership of socio-political organizations.

Implementing the conclusions and instructions of the Secretariat, the instructions of the Central Organizing Committee, and the Provincial Party Committee on the contents of Party cell activities and improving the quality of Party cell activities, the subordinate Party committees have promptly grasped and seriously implemented the improvement of the quality of Party cell activities; identifying it as one of the important tasks to contribute to improving the leadership capacity, fighting strength of the Party Committee and the quality of the Party members. The Provincial Party Committee Standing Committee issued Regulation No. 38-QD/TU dated April 8, 2019 on assessing the quality of Party cell activities; Instruction No. 05-HD/TU dated May 18, 2023 on implementing the model of "4-good Party cells", "4-good grassroots Party organizations". The annual review, assessment and classification of the quality of Party organizations and Party members are strictly implemented by the provincial Party Committee, in conjunction with the implementation of Resolution 4 of the 12th Central Committee, Conclusion No. 21-KL/TW of the Central Executive Committee on promoting the building and rectification of the Party and the political system; resolutely preventing, repelling and strictly handling cadres and Party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". The annual classification results of Party organizations and Party members by Party committees and organizations at all levels are increasingly more substantial, consistent with the results of the implementation of political tasks of collectives and individuals, overcoming the situation of chasing after achievements; the rate of Party organizations classified as excellently completing their tasks and Party members excellently completing their tasks every year in most Party Committees under the Provincial Party Committee is guaranteed to meet the prescribed rate. In 2021, 433 TCCSĐ were evaluated and classified, of which 411 were classified as good and excellent, accounting for 94.92%; in 2022, 433 TCCSĐ were evaluated and classified, of which 417 were classified as good and excellent; in 2023, 435 TCCSĐ were evaluated and classified, of which 407 were classified as good and excellent, accounting for 93.42%.

Improve the quality of party members

On the basis of the Resolution of the Provincial Party Congress, the Plan for developing new Party members of the Provincial Party Standing Committee; the district, city and affiliated Party Committees have developed plans, assigned targets and proposed specific tasks and solutions to direct the implementation of the work of creating sources, training and recruiting Party members in localities and units; strengthened propaganda and political and ideological education for cadres, Party members, youth union members, association members and the masses about the revolutionary tradition, Party history, homeland, country..., about the position and role of the Party, contributing to raising awareness of the work of developing new Party members. Directing the Party organizations to develop Party development plans, reviewing existing Party development sources to select outstanding masses to include in the list of training subjects for Party admission and assigning Party members to monitor and provide timely assistance; directing the Organizing Committee of the district-level Party Committee to regularly inspect, appraise and guide the preparation of Party admission dossiers. From 2021 to now, 2,474 members have been admitted (in 2021, 830 members were admitted, reaching 101.22%; in 2022, 834 members were admitted, reaching 102.33%; in 2023, 811 members were admitted, reaching 101.38%).

The number of Party members admitted annually ensures the standards and conditions, contributing to improving the quality of the Party members of the Provincial Party Committee. Cadres and Party members have made positive changes in quality, trained and tested through practical work and assigned tasks, clearly demonstrating steadfast political will and pure revolutionary ideals in the face of complicated developments in the domestic and international situation. Most of them are aware of and perform well the role, position and tasks of Party members, exemplary in implementing the Party's guidelines and the State's laws and policies; well comply with the principles in Party organization and activities, carry out self-criticism and criticism quite well, actively participate in Party activities, fulfill their obligations at their place of residence, and comply with the Party's regulations and statutes. Through annual reviews, the percentage of Party members who have completed well and excellently accounts for a high proportion. In 2021, it was 95.97%; In 2022, 95.71% and in 2023, 95.7% of Party members completed their tasks well and excellently... Along with the work of developing Party members, the review, screening, and removal of unqualified Party members from the Party has been regularly paid attention to and strictly directed by Party committees at all levels in accordance with the spirit of the Party's directives, regulations, and instructions. From 2021 to now, Party committees at all levels in the Provincial Party Committee have reviewed and removed from the Party 191 unqualified Party members, of which 26 were expelled, 93 were removed from the Party, and 72 were asked to leave the Party.

Promoting the achieved results, in the coming time, the Provincial Party Executive Committee will continue to focus on consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations. Accordingly, continue to perfect the organization of grassroots Party organizations, effectively implement the model of "4-good Party cells", "4-good grassroots Party organizations". Review, amend, supplement, perfect and well implement the functions, tasks, powers, responsibilities, and working relationships of grassroots Party organizations. Innovate the content and leadership methods of grassroots Party organizations; improve the quality of Party cell activities. Improve the political capacity, leadership capacity, skills and professional Party work for grassroots Party committee members. At the same time, improve the quality of Party members on the basis of doing well the work of political and ideological education, training, and improving the political capacity of Party members. Strengthen Party management; review and screen out unqualified Party members to remove them from the Party. Promote and improve the quality of Party membership recruitment. Strengthen inspection, supervision and Party discipline; promote the role of the Fatherland Front, socio-political organizations and people in building and improving the quality of Party organizations and Party members.
