Strengthening grassroots Party organizations
Recognizing the crucial role and position of grassroots Party organizations, the Provincial Party Committee has, over the years, implemented and issued programs, plans, and documents focusing on leading and directing the building and rectification of the Party and the political system; and reorganizing the political system's organizational structure to ensure compliance with central directives and local realities. Through the reorganization and consolidation of grassroots Party organizations, the Provincial Party Committee has increased the number of grassroots Party organizations by 14 compared to the beginning of the term, reaching 442 (including 146 grassroots Party committees and 296 grassroots Party branches). The reorganization and consolidation of grassroots Party organizations have been carried out in accordance with central guidelines and procedures; the reorganized and consolidated grassroots Party organizations have gradually stabilized their organizational models, ensuring the effective performance of their functions and tasks in leading political work, managing personnel, and leading socio-political organizations.

In implementing the conclusions and guidelines of the Party Central Committee Secretariat, the Central Organization Department, and the Provincial Party Committee on the content of Party branch meetings and improving the quality of Party branch meetings, subordinate Party committees have promptly disseminated and seriously implemented measures to improve the quality of Party branch meetings; identifying this as one of the important tasks to contribute to enhancing the leadership capacity and fighting strength of grassroots Party organizations and the quality of Party members. The Provincial Party Standing Committee issued Regulation No. 38-QĐ/TU dated April 8, 2019, on evaluating the quality of Party branch meetings; and Guidance No. 05-HD/TU dated May 18, 2023, on implementing the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. The annual review, evaluation, and classification of the quality of Party branches and Party members are seriously implemented under the direction of the provincial Party committee, linked to the results of implementing Resolution No. 4 of the 12th Central Committee and Conclusion No. 21-KL/TW of the Central Committee on strengthening Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who are ideologically and politically corrupt, morally and lifestyle-wise degenerate, and exhibiting "self-evolution" and "self-transformation". The results of the annual classification of Party branches and Party members by Party committees and organizations at all levels are becoming more substantive, consistent with the results of the political tasks performed by collectives and individuals, overcoming the tendency to chase after achievements; the percentage of Party branches classified as excellently completing their tasks and Party members excellently completing their tasks annually in most Party committees under the Provincial Party Committee meets the prescribed percentage. In 2021, out of 433 Party branches evaluated and classified, 411 were rated as performing well or excellently, accounting for 94.92%; in 2022, out of 433 Party branches evaluated and classified, 417 were rated as performing well or excellently; in 2023, out of 435 Party branches evaluated and classified, 407 were rated as performing well or excellently, accounting for 93.42%.
Improving the quality of Party members
Based on the Resolution of the Provincial Party Congress and the Plan for New Party Member Development of the Provincial Party Standing Committee, the district and city Party committees and subordinate Party committees have developed plans, assigned targets, and set out specific tasks and solutions to guide the implementation of the work of creating sources, training, and admitting new Party members in their localities and units; strengthening propaganda and political and ideological education for cadres, Party members, youth union members, association members, and the general public on revolutionary traditions, Party history, homeland, and country..., on the position and role of the Party, contributing to raising awareness of the work of developing new Party members. They have directed grassroots Party organizations to develop plans for Party member development, conduct a review of existing sources for Party member development to select outstanding individuals to be included in the list of candidates for Party membership training, and assign Party members to monitor and assist them promptly; they have also directed the Party Organization Committees at the district level to regularly inspect, evaluate, and guide the preparation of Party membership application dossiers. From 2021 to the present, 2,474 new members have been admitted (830 members in 2021, reaching 101.22%; 834 members in 2022, reaching 102.33%; 811 members in 2023, reaching 101.38%).
The number of Party members admitted annually meets the standards and conditions, contributing to improving the quality of the Party's membership in the province. Cadres and Party members have shown positive qualitative changes, being trained and tested through practical work and assigned tasks, clearly demonstrating firm political resolve and pure revolutionary ideals in the face of complex developments in the country and the world . Most understand and effectively fulfill their roles, positions, and responsibilities as Party members, setting a good example in implementing the Party's guidelines and the State's policies and laws; adhering well to the principles in Party organization and activities; performing self-criticism and criticism quite well; actively participating in Party activities; fulfilling their obligations in their place of residence; and complying with the Party's regulations and statutes. Through annual reviews, the percentage of Party members achieving good and excellent results is high. In 2021, this figure was 95.97%. In 2022, 95.71% of Party members completed their tasks well and excellently, and in 2023, 95.7% completed their tasks well... Along with the work of developing Party members, the review, screening, and removal of Party members who no longer meet the qualifications have been regularly and seriously directed by Party committees at all levels in accordance with the spirit of the Party's directives, regulations, and guidelines. From 2021 to the present, Party committees at all levels in the province have reviewed and removed 191 Party members who no longer meet the qualifications, including expelling 26 members, removing 93 members from the membership list, and 72 members who requested to leave the Party.

Building on the achievements, in the coming period, the Provincial Party Committee will continue to focus on consolidating and improving the leadership capacity and fighting strength of grassroots Party organizations. Accordingly, it will continue to improve the organization of various types of grassroots Party organizations, effectively implementing the "Four Good Party Branches" and "Four Good Grassroots Party Committees" models. It will review, amend, supplement, and improve the functions, tasks, powers, responsibilities, and working relationships of various types of grassroots Party organizations. It will innovate the content and methods of leadership of grassroots Party organizations; improve the quality of Party branch meetings. It will enhance the political acumen, leadership capacity, skills, and professional expertise of grassroots Party committee members. At the same time, it will improve the quality of Party members by effectively carrying out political and ideological education, training, and enhancing the political acumen of Party members. It will strengthen the management of Party members; review and screen out Party members who no longer meet the qualifications and expel them from the Party. Promote and improve the quality of Party membership recruitment. Strengthen Party inspection, supervision, and discipline; promote the role of the Vietnam Fatherland Front, political and social organizations, and the people in building and improving the quality of Party grassroots organizations and members.
