Accelerate improvement of service indicators for people and businesses

The Provincial People's Committee has just issued Official Dispatch No. 07406/UBND-PVHCC on focusing on implementing component index groups and tasks according to Decision 766/QD-TTg dated June 23, 2022 of the Prime Minister (referred to as Index Set 766), in order to improve the quality of service for people and businesses in handling administrative procedures (TTHC) and online public services (DVC).

Accordingly, as of early November, Dak Lak province was evaluated by the National Public Service Portal with 88.37/100 points, ranking 16th out of 34 provinces and cities. Compared to September 2025, the implementation results tended to decrease in the index groups of: publicity - transparency, progress of settlement, online public services and people's satisfaction. At the second meeting of the Steering Committee on Science , Technology Development, Innovation and Digital Transformation of the province, Provincial Party Secretary Luong Nguyen Minh Triet requested that by 2025, Dak Lak province be in the top 10 in terms of ranking according to Index 766. The Provincial People's Committee also set a target score of 90 points or more this year.

The Provincial People's Committee requested departments, branches, sectors and People's Committees of communes and wards to focus on reviewing and improving the quality of 5 groups of indicators: Publicity and transparency; Processing progress; Online public services; Satisfaction level and Digitalization of records. For the progress index group, agencies must minimize the number of administrative procedure records being processed past the deadline; not allowing the situation of slow receipt of records or refusal without reason. The processing of records must be done in accordance with the form in Circular 03/2025/TT-VPCP. For the index group on online public services, the Provincial People's Committee requested to increase the rate of online submission of records (currently reaching 74.5%) and the rate of online payment (currently reaching 77.23%). Localities need to strengthen propaganda and guidance for people, especially in remote areas and ethnic minority areas, to access online public services.

To improve the level of satisfaction , people's feedback and recommendations sent through the National Public Service Portal must be processed according to the correct procedures and within the prescribed time limit. In the work of digitizing records , the Provincial People's Committee directed: Ensure 100% of administrative procedure results are issued electronic copies; Review and supplement missing digitized records before November 20, 2025; Increase the reuse of digitized data and population data to shorten the time to process administrative procedures.

The Department of Science and Technology and related units were assigned by the Provincial People's Committee to review and evaluate 152 administrative procedures on the National Public Service Portal; at the same time, support and guide localities to handle problems and difficulties in deploying the iGate system, digitizing records, personal data warehouses and connecting data with specialized systems, the National Public Service Portal; at the same time, closely monitor progress to ensure the administrative procedure settlement system operates effectively and contributes to improving service quality. The Department of Home Affairs was assigned to coordinate with the Provincial People's Committee Office to evaluate the quality of service for people and businesses in implementing administrative procedures and online public services of departments, branches, sectors and localities...
