According to the Provincial People's Committee, the Plan is a step to concretize the spirit of Resolution No. 57-NQ/TW and Program No. 61-CTr/TU of the Provincial Party Committee on science and technology development, innovation and digital transformation; at the same time, it creates an environment for cadres to boldly propose, pilot and implement solutions that bring practical value.
One of the key tasks of the Plan is to promote the dissemination of Decree 73 to all cadres, civil servants, public employees and workers through the press, electronic information portals, internal newsletters and information systems of each agency. The Department of Home Affairs is assigned to preside over and coordinate with the Department of Science and Technology and localities to implement this task.
The Provincial People's Committee also assigned the Department of Home Affairs to review and propose amendments to regulations related to the assessment, recruitment, appointment and reward of officials in the direction of encouraging innovation and creativity; at the same time, research pilot mechanisms to motivate officials in the fields of public administration, science - technology and digital transformation.
In addition, the province has identified the development of human resources in science and technology, innovation and digital transformation as a key task. The province will implement direct and online training programs, encourage the formation of a team of experts and core staff; create conditions for participation in research topics and projects serving administrative reform and socio-economic development in the period 2025-2030.
The plan also emphasizes the development of criteria for evaluating cadres in connection with innovation, work efficiency and responsibility. Collectives and individuals with new ideas and effective solutions will be commended and rewarded; at the same time, the province will protect cadres with initiatives but the results are not as expected if they comply with regulations and for the common good.
The Provincial People's Committee requested to periodically evaluate the implementation of Decree 73, replicate effective models and solutions in innovation and digital transformation. The supervision work is assigned to the Department of Home Affairs to preside over, coordinate with the Provincial People's Committee Office and relevant agencies. The Department of Home Affairs is also responsible for monitoring, urging, guiding, synthesizing reports to the Provincial People's Committee; departments, branches, sectors and commune-level People's Committees must develop detailed plans, allocate resources and introduce innovative models. The Vietnam Fatherland Front of the province and socio-political organizations participate in monitoring, criticizing and propagating related content.
The issuance of the Action Plan to implement Decree 73 is considered an important step to build an open working environment, encourage innovation and creativity, and create motivation for the development of cadres, civil servants and public employees of Dak Lak province in the new period.
