Investing in strategic infrastructure
Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, stated that infrastructure development is one of the three strategic breakthroughs identified since the 11th Party Congress. Experience from many countries around the world shows that if you want to develop quickly, you must invest in strategic infrastructure.
The development of strategic infrastructure contributes to promoting public investment disbursement, economic growth, rapid and sustainable development of the country. The reality of recent months shows that provinces and cities with good disbursement have good economic growth. In recent years, provinces and cities with double-digit growth are also places with good infrastructure.
At the 20th Session, the Prime Minister, Head of the Steering Committee, assigned 30 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures to start construction and inaugurate projects on December 19, 2025.
The Prime Minister said that there are currently 120 projects and component projects under the direction of the Steering Committee, in 30 provinces and cities, in the three areas of roads, aviation and seaports. Thereby, the whole country now has 2,476km of highways. The completed projects have contributed to creating new development space, reducing logistics costs, making it easier for people to travel, bringing many benefits to people and businesses and increasing the added value of land.
Currently, the Ministry of Construction and localities are making efforts to implement the construction of 733km of highways with 22 projects and component projects. Of which, 16 component projects with a total length of 575km are closely following the completion plan in 2025. Particularly, 6 projects with a length of 158km are still behind schedule, at the same time, the volume of the Long Thanh international airport project is also very large.
The Prime Minister requested to promote the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear authority, clear products. The Ministry of Construction, the standing agency of the Steering Committee, reported specifically on the results of implementing assigned tasks, pointed out existing problems, obstacles, and difficulties, and proposed clear implementation measures for the coming time, especially projects that must be completed in 2025.
Relevant agencies, localities and enterprises reported on the handover of land and relocation of technical infrastructure for projects; the construction status of projects in the plan to complete 3,000km of highway by 2025; the implementation status of the Long Thanh international airport project and traffic projects connecting to Long Thanh airport; the situation of removing difficulties and obstacles related to construction materials...
Continue to accelerate and break through
From now until December 19 (the date of groundbreaking and inauguration ceremonies for major projects), there are only nearly 2 months left. The Prime Minister stated that this is an extremely important period to accelerate and make a breakthrough in implementing key projects and works.

The Prime Minister assessed: In 2025, we can exceed the target set by the 13th National Congress (3,000km of highway and 1,700km of coastal road) and it is expected that on December 19, the expressway from Cao Bang through Lang Son, to Hanoi through the Central region, Ho Chi Minh City to Ca Mau will be inaugurated.
To achieve this goal, it is necessary to organize construction in the spirit of "Overcoming the sun and rain, not losing to storms and winds", "If the day is not enough, work at night"; "Working day and night, working extra on holidays", "Eating quickly, sleeping urgently". Provinces and cities continue to pay attention, Secretaries and Chairmen of People's Committees of localities do not let investors, contractors, engineers and workers "lonely" on the construction site.
In particular, the Prime Minister requested relevant entities to continue promoting the spirit of "all for the country, for the people", proactively implementing work within their authority, when there are problems, they should immediately propose and resolve them where they are, if they exceed their authority, they should report to competent authorities...
Regarding key tasks, the Prime Minister requested to complete the target of putting into operation at least 3,000km of expressways and about 1,700km of coastal roads. The Deputy Prime Ministers as Heads of Delegations continued to inspect, review, and remove difficulties and obstacles related to key traffic projects for a number of expressway projects with large volumes such as Dong Dang - Tra Linh, Huu Nghi - Chi Lang, Tuyen Quang - Ha Giang.
Regarding the Long Thanh International Airport project phase 1, the Prime Minister emphasized that with only about 2 months left in 2025, the remaining volume is very large, ministries, agencies, and governing bodies, especially the Vietnam Airports Corporation (ACV), need to urgently have appropriate solutions to increase the construction volume at the site; strictly control quality, labor safety, organize construction reasonably and scientifically, especially for component projects and component project 4.
The Prime Minister assigned the expressways connecting to Long Thanh airport to be completed before December 19. The traffic system connecting to Long Thanh International Airport - Phase 1 needs to be quickly completed to exploit the project synchronously and effectively.
Regarding ensuring synchronization immediately after the projects are put into operation, the Prime Minister pointed out that highway standards have stipulated rest stops, which is an urgent need for people when traveling on the highway. Therefore, localities must quickly hand over the site so that investors can invest in rest stops, and investors must organize bidding to select investors to ensure the construction of modern rest stops with beautiful architecture, environmentally friendly, and high quality services. The Prime Minister also requested to speed up investment preparation procedures for projects to serve as a basis for implementation in the 2026 - 2030 period.
For projects under construction, the Prime Minister requested the Ministry of Construction, localities, and agencies managing projects under construction to continue directing investors and contractors to supplement human resources and equipment, increase construction teams, and organize construction in "3 shifts, 4 teams" to ensure completion progress according to the assigned plan.
At the same time, the Ministry of Construction, the Ministry of National Defense, the provinces of Ninh Binh, Hung Yen, Dong Nai, Lam Dong, Phu Tho, Son La urged investors to resolutely implement the projects Dau Giay - Tan Phu, Ho Chi Minh City - Long Thanh, Ca Mau - Cai Nuoc, Cai Nuoc - Dat Mui, the traffic route to Hon Khoai Island, Hon Khoai Dual-Use Port, Ninh Binh - Hai Phong, Gia Nghia - Chon Thanh, Hoa Binh - Moc Chau, closely following the set schedule right from the beginning...
Construction and projects in Vinh Long province
In Vinh Long, there is currently 1 project in the list of key projects of the transport sector approved by the Prime Minister and being implemented": The project to build the My Thuan - Can Tho expressway, phase 1 (section through Vinh Long province). At the same time, there are 2 projects not in the list of key projects approved by the Prime Minister, including: Dai Ngai bridge project on National Highway 60 connecting Vinh Long province and Can Tho city, invested by Project Management Board 85; Dinh Khao bridge construction investment project connecting Vinh Long and Ben Tre provinces under the public-private partnership method, with the People's Committee of Vinh Long province as the competent authority.

In addition, Vinh Long also participates in providing construction materials (filling sand) for key projects: Component projects of Can Tho - Hau Giang section and Hau Giang - Ca Mau section (belonging to the North - South expressway construction project in the East phase 2021-2025); Component project 3 of the Chau Doc - Can Tho - Soc Trang expressway construction investment project phase 1; Ring Road 3 - Ho Chi Minh City project.
For the My Thuan - Can Tho Expressway Construction Investment Project, Phase 1, Vinh Long province only cooperates in site clearance and handover to the investor for project implementation. Currently, the People's Committee of Vinh Long province has approved the Sub-project of compensation, support and resettlement for the My Thuan - Can Tho Expressway Construction Investment Project, Phase 1, the section passing through Vinh Long province.
There are a number of key projects in the Transport sector approved by the Prime Minister and under construction that are not located in Vinh Long province. However, the Prime Minister has directed the Provincial People's Committee to support the supply of sand for roadbed filling to serve the project. Currently, the Provincial People's Committee has assigned the Department of Agriculture and Environment to preside over and coordinate with departments, branches, sectors and localities to advise the Provincial People's Committee on supporting the supply of sand for roadbed filling to serve the projects under the direction of the Prime Minister.
To speed up the implementation of key projects, the Prime Minister recently decided to add 3 projects (Phu Quoc International Airport expansion project, Gia Binh International Airport construction investment project and Can Tho 2 Bridge construction investment project) to the list of projects under the Steering Committee. |
