Accelerate the development of semiconductor and microchip projects

DNO - On the afternoon of April 26, the City People's Committee held a seminar to collect experts' opinions on the project "Developing semiconductor chips and microchips in Da Nang City". 9 solutions to develop the microchip and semiconductor industry

At the seminar, Mr. Le Hoang Phuc, Director of the Da Nang Center for Research and Training in Microchip Design and Artificial Intelligence (DSAC), provided preliminary information about the draft project "Developing semiconductor chips and microchips in Da Nang city".

The project consists of 3 parts: an overview of the project's development context, a content section on goals, tasks and solutions, and an implementation organization section.

In the overview section, the draft analyzes the international context and development trends of the semiconductor industry in the world , focusing on the general situation of the industry, the context of the shortage of semiconductor chip supply and the development trends of the industry in countries including the US, UK, European Union, China, Korea, Japan, Taiwan, and India.

At the same time, analyze the current status of the semiconductor and semiconductor industry in Vietnam and Da Nang to clarify the practical basis and world experience for the objectives and solutions of the second part.

In the project content, the draft proposes general and specific goals by 2030, and recommends 9 groups of tasks and solutions to achieve the set goals.

Specifically: solutions on specific mechanisms and policies; solutions on developing human resources for semiconductor microchips; solutions on developing infrastructure; solutions on developing a startup ecosystem in the field of semiconductor microchips; solutions on developing and mastering semiconductor and microchip technology; solutions on intellectual property; solutions on attracting investment; solutions on communication; and solutions on implementation support.

The implementation organization will be developed after receiving comments and suggestions, as well as considering related factors.

It is expected that the project "Developing semiconductor chips and microcircuits in Da Nang city" will be issued by the City People's Committee in mid-2024, which will be an important basis for the city to deploy tasks and solutions, build support policies; attract specific features, promote the development of the Da Nang microcircuit and semiconductor industry, contributing to the city's participation in the global semiconductor and future technology microcircuit value chain.

Many incentives are needed to promote the development of the microchip and semiconductor industry.

At the seminar, Ms. Pham Thi Ngoc Thuy, Director of the Office of Private Economic Development Research under the Prime Minister's Advisory Council for Administrative Procedure Reform, acknowledged that there are three important factors: infrastructure, policy institutions and people. Da Nang has advantages in terms of transport infrastructure, logistics connections, etc.

In addition, the human resource factor is also a plus point. Da Nang has been recognized for its quick participation in the first phase from actively working with units, semiconductor countries, market research and surveys... However, the next phase is an important step. Da Nang needs to clearly define short-term and long-term goals and feasible measures associated with each phase.

The microchip and semiconductor industry includes many stages such as design, assembly, testing and packaging... Each stage has its own requirements and characteristics. The design stage focuses most on human resources, so along with the goal of developing semiconductor chip design capacity in the area, there are focused policies for people. Specifically, policies for experts, lecturers, students, etc.

In terms of assembly, it is necessary to have a closely related business community ecosystem to produce together. Da Nang has the advantage of a high-tech park with many tax and land incentives. However, the investment procedures are quite long and have many stages.

Therefore, the city needs to establish a special task force to receive all requests from investors and be directed by the city's top leaders, in order to shorten the investment process. In addition, it is important to note that the responsibilities of the parties involved need to be clearly stated in the project, associated with a specific timetable.

Mr. Nguyen Bao Anh, former Senior Director of Synopsys Vietnam, commented that when a technology company decides to invest in a city, they will be concerned with the following main issues: human resources; legal and tax support; office and infrastructure support.

Accordingly, the current shortage of human resources is in two main groups: the group of highly experienced and qualified people; the group of new human resources. For the group of highly experienced and qualified people, to attract this group, the enterprise itself needs to have competitive salary and benefit packages or programs, or different characteristics to attract talent (such as culture, business strategy, specific technology, etc.).

If we only focus on human resources in Da Nang, it will not be enough, so we need to attract them from other provinces, cities or overseas Vietnamese. In addition to the efforts of businesses, the city needs to build infrastructure and have support policies.

For the new group of human resources, it is not enough for universities and cities to join hands to build high-quality training programs. There must be factors that attract a large number of students to register to study and choose related majors after graduation.

Regarding infrastructure, the city needs to have a support mechanism for microchip and semiconductor businesses. Regarding legal and tax support, there should be tax incentives and a support portal and support center to connect business contacts in Da Nang.

Concluding the discussion, Standing Vice Chairman of the City People's Committee Ho Ky Minh said that from the fourth quarter of 2023 to now, the city has drastically and synchronously implemented many important steps such as organizing business trips to the United States and Taiwan (China) in November 2023 and February 2024, working with leading US corporations on microchip and semiconductor design such as: Synopsys, Nvidia, Marvell, Qualcomm, Intel...; establishing the Center for Research and Training on Microchip Design and Artificial Intelligence (DSAC Center), under the Department of Information and Communications and put into operation on January 26, 2024.

After the business trips, many leaders of technology corporations positively assessed the potential and investment opportunities in the field of microchip design and artificial intelligence (AI) of the city; conducted a survey of the investment environment and prepared conditions for cooperation in training, developing infrastructure and human resources in the city.

Regarding infrastructure, Software Park No. 2 is completing legal procedures and is expected to be put into operation by the end of 2024. In addition, the city is proposing to the National Assembly support mechanisms to attract experts, teachers, learners, policies on infrastructure use, and tax incentives in the draft amendment and supplement to Resolution No. 119/2020/QH14 dated June 19, 2020 on piloting the organization of an urban government model and specific mechanisms and policies for the development of Da Nang city.

On the side of enterprises and training institutions, Standing Vice Chairman of the City People's Committee Ho Ky Minh requested that the units continue to accompany and coordinate to provide essential information and data to create a standard database, helping to assess the current situation of the industry and plan the vision accurately and on target; continue to support and contribute ideas on projects and policies for the development of microchips and semiconductors that the city is and will build in the coming time, contributing to accelerating the process of the city participating in the global microchip and semiconductor value chain and technology.
