Agricultural growth: Firm goals, flexible solutions

(Chinhphu.vn) - This is the viewpoint put forward by Minister of Agriculture and Environment (MARD) Do Duc Duy to realize the growth targets of the agricultural sector in the last 6 months of the year. With the current growth momentum, the MARD affirms that exports for the whole year of 2025 will reach 65 billion USD or more.

According to the report of the Ministry of Agriculture and Environment, the export turnover of agricultural, forestry and fishery products in June 2025 is estimated at 5.93 billion USD, an increase of 5.3% compared to June 2024. In the first 6 months, the total export turnover of agricultural, forestry and fishery products reached 33.84 billion USD, an increase of 15.5% over the same period in 2024.

Of which, the export value of agricultural products reached 18.46 billion USD, up 17.8%; the export value of livestock products reached 264.4 million USD, up 10.1%; the export value of aquatic products reached 5.16 billion USD, up 16.9%; the export value of forestry products reached 8.82 billion USD, up 9.3%; the export value of production inputs reached 1.13 billion USD, up 23.6%; the export value of salt reached 5.7 million USD, up 2.4 times.

Some commodities continued to maintain growth momentum such as coffee, rubber, wood, seafood, etc. Accordingly, coffee exports continued to be a bright spot when the total export volume in 6 months reached 953,900 tons, turnover reached 5.45 billion USD, up 5.3% in volume and up to 67.5% in value compared to the same period last year. The average coffee export price reached 5,708.3 USD/ton, up sharply by 59.1% compared to the same period in 2024.

Deputy Minister of Agriculture and Environment Phung Duc Tien said that the largest output is usually during the harvest season from December to April of the following year, so the export potential in the last months of the year may not be as high as in the first months. To reach the target of 7.5 billion USD for the whole year, the coffee industry needs to earn an additional 2 billion USD in the last 6 months of the year.

The seafood industry recorded a turnover of 5.16 billion USD in the first 6 months of the year, up 16.9% over the same period in 2024. In June alone, the export value reached about 950 million USD. Major markets include China (19.6%), the US (18.2%) and Japan (15%).

Seafood exports to China increased by 53.7%, the US increased by 22.8%, and Japan increased by 9.1%. The highest increase was recorded in Brazil (71.3%) and the lowest decrease was in Australia (1.4%).

Next is rubber export, estimated at 130,000 tons, worth 219.9 million USD. In the first 6 months of the year, the total export volume reached 680.1 thousand tons, the turnover reached 1.27 billion USD, down 6.5% in volume but up 14.4% in value. The average export price increased by 22.4%, reaching 1,864.7 USD/ton.

Rice is also a commodity that continues to increase when exports reached 4.9 million tons, equivalent to 2.54 billion USD, up 7.6% in volume but down 12.2% in value.

In contrast, fruit and vegetable exports continued to face difficulties, reaching only 3.05 billion USD, down 8.4% compared to the same period in 2024. The main reason came from the sharp decline in the Chinese market - which accounts for 48.2% of Vietnam's total fruit and vegetable export value. Exports to China decreased by 35.1%, although the US market increased by 65.2% and South Korea decreased slightly by 5.3%. Hong Kong recorded the strongest increase at 69.2%.

Among fruit and vegetable products, durian accounts for the largest value, although in May and June, the amount of fresh durian exported increased significantly, from more than 32,000 tons to 74,000 tons per month, while 14,282 tons of frozen durian were exported, more than 3 times higher than the same period in 2024. However, according to experts, this year's export value of this product is unlikely to reach the same level as last year.

Stick to growth targets

With positive recovery momentum in many product groups, along with drastic solutions, the Ministry of Agriculture and Environment believes it will achieve the export turnover target of 65 billion USD or more in 2025.

This was further demonstrated when Minister Do Duc Duy recently signed and issued a Plan to promote agricultural, forestry and fishery exports in the third and fourth quarters to achieve the target of 65 billion USD.

In particular, the Ministry of Agriculture and Environment proposed many solutions, focusing on expanding markets, diversifying products, and maximizing incentives from 17 Free Trade Agreements (FTAs) signed both bilaterally and multilaterally.

At the same time, set specific targets from now until the end of 2025. Accordingly, in the third quarter of 2025, strive to achieve a total export turnover of agriculture, forestry and fishery products of 14-15 billion USD. In the fourth quarter of 2025, accelerate the export of agriculture, forestry and fishery products, taking advantage of the opportunity of increased demand for agricultural products at the end of the calendar year, holidays and Tet to strive to achieve a good growth target of 16 billion USD or more.

However, the total export turnover of agriculture, forestry and fishery products in the last 6 months of the year is estimated to reach only about 31.6 billion USD, down 4.8% compared to the same period in 2024, equivalent to a decrease of about 1.6 billion USD, if the current reciprocal tax rate of the United States is maintained. In that context, the Ministry of Agriculture and Environment has identified 3 key groups of solutions.

Firstly, continue to maintain a stable supply chain, strongly develop industries with advantages and room for development.

Second, make the most of opportunities from tax deferral policies and adjust the trade balance with the United States.

Third, boost exports from the beginning of the third quarter to create growth momentum for the second half of the year.

The Ministry of Agriculture and Environment also requested specialized agencies to proactively coordinate with localities, especially the northern border provinces, to forecast and closely monitor the flow of goods, avoiding congestion that affects trade progress.

At the same time, drastic actions are needed to maintain exports in traditional markets; add new product lines, promote potential product groups in markets such as: seafood to China, Japan, Korea, ASEAN; wood and wood products to China, Japan, EU; spices and fresh fruits to Korea, Japan, ASEAN; coffee to China, Japan, ASEAN.

Products with strong growth potential such as coffee, cashew nuts, shrimp, fish, specialty fruits, etc. will continue to be supported in trade promotion activities and standardization of production processes to meet the increasingly stringent requirements of major markets such as the United States, the EU, and China. At the same time, the Ministry also recommends continuing to exploit potential markets such as the Middle East, ASEAN, and South America.

To ensure a stable supply, the Ministry of Agriculture and Environment requires localities to proactively build standard raw material areas, complete the system of growing area codes, and export-standard packaging facilities. Enterprises need to be flexible in shifting markets, prioritizing deep processing to increase added value and competitiveness in the context of increasing logistics costs and tax rates.
