Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is considered an important guideline for Vietnam in general and Da Nang in particular to "rise up", especially in the context that Da Nang has strengths in science, technology and digital transformation.

By 2030, Da Nang will be among the leading groups in science and technology.

Resolution No. 57-NQ/TW affirms: Science and technology, innovation and digital transformation are the "backbone" for Vietnam to make a breakthrough and become a developed, high-income country. The goal by 2050 is for Vietnam to become a leading digital technology center in the region, with competitiveness among the top in the world.

With the above orientation, the Da Nang City Party Committee issued Action Program No. 43-Ctr/TU on implementing Resolution No. 57-NQ/TW with goals and targets equal to or higher than the requirements of the resolution. Specifically, by 2030, Da Nang's science and technology potential and level will reach an advanced level in the top 5 localities nationwide and the top cities in Southeast Asia; complete the construction of a smart city connected and synchronized with the smart city network in the country and Southeast Asia. By 2045, Da Nang will be one of the digital technology and innovation industrial centers of Vietnam and Southeast Asia with a digital economy scale reaching at least 60% of the total product in the area (GRDP).

To successfully achieve the above goals, the action program sets out 6 main groups of tasks and solutions: raising awareness, making breakthroughs in innovative thinking, creating new momentum and momentum in the whole society in developing science and technology, innovation and digital transformation; urgently completing and effectively implementing mechanisms and policies; increasing investment, perfecting science and technology infrastructure, innovation and digital transformation; developing and promoting high-quality human resources and talents; promoting digital transformation, applying science and technology in the activities of agencies in the political system; strengthening international cooperation and strongly promoting science and technology activities, innovation and digital transformation in enterprises.

The tasks continue to be specified in Plan No. 63/KH-UBND dated March 1, 2025 of the City People's Committee to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government and Action Program No. 43-CTr/TU dated February 14, 2025 of the Standing Committee of the City Party Committee on implementing Resolution No. 57-NQ/TW. The plan requires the extensive implementation of the "digital learning" movement; strengthening the application of initiatives, science and technology, innovation, digital transformation and building a smart city; building and promoting the brand "Da Nang - City of Innovation", an attractive destination for creative startups; effectively implementing and improving the ranking of the Local Innovation Index - PII of the city, thereby building socio-economic development goals based on science and technology and innovation of the city.

Focus on promoting science and technology

In recent times, the city's science and technology, innovation and digital transformation activities have achieved outstanding results and made clear contributions to socio-economic development. Da Nang also identifies science and technology, innovation and digital transformation as an important foundation and the main driving force to promote economic development, change the growth model and focus on business development. From 2021 to present, Da Nang has implemented over 105 science and technology tasks at all levels with a total investment of 140 billion VND. In the period of 2021-2024, the city directly supports about 150 businesses in applying and innovating technology through policies.

The city's efforts in developing science, technology and innovation have been recognized and highly appreciated by all levels, as an "Attractive City for Innovative Startups" honored by the Vietnam Software and Information Technology Services Association (VINASA) in 2020, 2022, 2023 and 2024. 2024 marks 14 consecutive years that Da Nang has led the country in the Vietnam ICT Index; for the 4th consecutive year, it has ranked first in digital transformation at the provincial level DTI. Notably, Da Nang is the only locality in Vietnam to be awarded the Smart City Award for 5 consecutive years, demonstrating its achievements in the digital transformation process. These results create a solid foundation, opening up more new development spaces for the city. From September 2023, the city will begin to deploy the semiconductor and artificial intelligence fields, marking a strong transformation, leading the world's new technology trends.

According to Mr. Le Duc Vien, Director of the Department of Science and Technology, some of the city's main digital transformation targets in 2025 are the highest rate of online public services in the city in the country, reaching 90%; the rate of online processing of all documents is 75% (60% in 2024); cutting 20% ​​of administrative procedures through the use of digital data; striving for 100% of people of working age to have digital accounts to use public services, 50% to have digital signatures; 100% of households to have digital addresses and at least 1 smartphone with internet connection. To achieve the above targets, the city sets out the following tasks: investing in information technology infrastructure, digital infrastructure; attracting, training and developing human resources in science and technology, information technology; Actively and effectively implement Directive No. 07/CT-TTg dated March 14, 2025 of the Prime Minister on promoting the implementation of the project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 in ministries, branches and localities in 2025 and the following years; strengthen international cooperation.

The city will supplement policies to support innovation in enterprises, policies to support Da Nang's startups to access domestic and foreign markets. At the same time, the city will support and encourage organizations, individuals, and enterprises to invest and build laboratories, science and technology research and development centers, innovation spaces, business incubators, and digital infrastructure in the area. The city prioritizes funding and gradually increases it according to demand to synchronously and effectively implement preferential policies to encourage enterprises, especially small and medium enterprises, to invest in digital transformation, research, application of science, and technological innovation. It is expected that in the 2026-2030 period, the city will allocate about 3,500 billion VND in public investment resources for works and projects to carry out the task of developing science and technology, equivalent to 6-7% of public investment capital in the 2026-2030 period.
