Presenting a report on the proposal to develop a draft Law on Exit and Entry (XCNC) of Vietnamese citizens and Entry, Exit (NCXC), Transit, and Residence of Foreigners in Vietnam, Major General Pham Dang Khoa, Director of the Department of Immigration Management (XNC), Ministry of Public Security , said that the development of the Law aims to ensure a legal basis for the issuance, reporting of loss and restoration of the validity of ordinary passports through the Public Service Portal; perfecting the legal basis to attract foreigners to enter Vietnam, maintaining national security (ANQG) and maintaining social order and safety (TTATXH); contributing to simplifying procedures, promoting the implementation of administrative procedures in the electronic environment, continuing to create favorable conditions for Vietnamese citizens in the issuance of XNC documents and foreigners in the exit, transit, and residence in Vietnam and agencies, organizations and individuals in inviting and welcoming foreigners to enter Vietnam; perfecting the legal basis, synchronizing, unifying and improving the effectiveness of state management work.

According to Major General Pham Dang Khoa, the Law project has four policies: Continuing to reform administrative procedures, perfecting regulations on the implementation of administrative procedures in the field of immigration management in the electronic environment; creating favorable conditions for Vietnamese citizens in applying for visas to enter foreign countries, issuing ordinary passports according to simplified procedures; improving the effectiveness of State management in the field of immigration of Vietnamese citizens and the synchronization and unity of the legal system; perfecting legal regulations, continuing to create more favorable conditions for foreigners to enter Vietnam; improving the effectiveness of management of foreign residence in Vietnam, contributing to ensuring national security and social order and safety.

Major General Vu Xuan Hung, member of the National Assembly 's Committee for National Defense and Security, presented a summary of the review, saying that the Committee for National Defense and Security agreed with the name of the Government; the dossier for drafting the Law was prepared in accordance with regulations, meeting the conditions for reporting to the National Assembly Standing Committee for submission to the National Assembly for consideration and decision to add it to the 2023 law and ordinance making program; requested the drafting agency to continue reviewing regulations related to the policy of reforming administrative procedures and applying IT to propose appropriate amendments and supplements.

The National Defense and Security Committee also agreed with the solutions to amend and supplement the policies submitted by the Government; affirmed that the options and policies that the drafting agency selected to build the Law must be consistent with the Party's guidelines, policies and viewpoints; consistent with the State's policies on administrative reform, enhancing level 4 public services; and the policy of encouraging, attracting and creating favorable conditions for foreigners to enter Vietnam for tourism and seeking investment opportunities.

Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security, Ministry of Public Security, said that the law's construction to remove difficulties and obstacles is not suitable for the current situation, creating favorable conditions for Vietnamese citizens to go abroad and foreign citizens to come to Vietnam; proposed to re-study the fee level to be suitable with countries in the region; increase competitiveness; enhance the effectiveness of State management in the field of immigration.

Giving opinions at the meeting, delegates all agreed on the need to develop a law and report it to the National Assembly Standing Committee for comments to submit to the National Assembly at the 5th session; affirming that this is a progressive policy, creating favorable conditions for Vietnamese people to go abroad and attracting foreign tourists and investors to Vietnam.

Explaining and receiving opinions from delegates, Senior Lieutenant General Luong Tam Quang, Deputy Minister of Public Security, said that the draft Law aims to promote tourism development - a key economic sector. "On April 10, the National Assembly Chairman directed that this is an urgent issue, assigning the Ministry of Public Security to advise the Government to complete the dossier, add it to the law and ordinance building program in 2023, and submit it to the National Assembly under the shortened procedure" - Deputy Minister Luong Tam Quang said and affirmed that the ultimate goal of the draft Law is to strengthen administrative reform and perfect legal regulations in this field.

According to Deputy Minister Luong Tam Quang, visa exemption is still in place but foreigners entering Vietnam at the border gate are still strictly controlled. Currently, the Ministry of Public Security is upgrading and implementing the settlement of all administrative procedures in the electronic environment. In this environment, administrative procedures are public, transparent, and open, creating the most favorable conditions for citizens of all countries and Vietnamese citizens.

The Government is implementing Project 06, the National Population Database is connected to the databases of ministries, departments and branches for more convenient management. “The Ministry of Public Security has decentralized the management to local police units. There are tasks that were previously managed by the Ministry but are now decentralized to the grassroots level. Therefore, in the interconnected electronic environment, foreigners entering Vietnam and vice versa can be managed,” Deputy Minister Luong Tam Quang emphasized.

Concluding the meeting, Chairman of the National Defense and Security Committee Le Tan Toi emphasized that all opinions agreed on the need to develop a draft Law, highly agreed with the preliminary examination on the need to promulgate the Law; agreed with the policies in the draft Law; affirmed that the basic documents met the requirements. "The delegates agreed to propose adding this draft Law to the law and ordinance building program in 2023 for approval under the shortened procedure at the 5th session of the 15th National Assembly.
