Building consensus in administrative unit reorganization

Organize efficiently.

As the locality with the highest number of commune-level administrative units undergoing restructuring in the province, Thang Binh is actively implementing the tasks according to the roadmap. Currently, along with arranging, relocating, and assigning work positions for commune officials, Thang Binh is also considering options for using the new office buildings.

“According to the plan, by the end of September 2024, Thang Binh will merge four commune-level administrative units. Therefore, not only the personnel arrangement but also other aspects such as consolidating the organizational structure, resolving the benefits and policies for redundant officials, arranging and handling the offices and public assets of the communes... must be done thoroughly,” said Mr. Vo Van Hung, Chairman of the People's Committee of Thang Binh district.

According to the overall plan for rearranging administrative units at the district and commune levels in Quang Nam province, the period 2023-2025 will see the merger of Son Vien commune into Que Loc commune (Nong Son district), Duy Thu commune into Duy Tan commune (Duy Xuyen district), Hiep Thuan commune into Hiep Hoa commune (Hiep Duc district); Binh Dinh Bac, Binh Dinh Nam, and Binh Chanh communes into Binh Phu commune (Thang Binh district); and the merger of Tien Cam and Tien Son communes (Tien Phuoc district).

In addition, the merger of Phu Thinh town with Tam Vinh commune (Phu Ninh district) and Phuoc Hoa ward with An Xuan ward (Tam Ky city) is being urgently pursued by the local authorities.

At the district level, the entire area and population of Que Son and Nong Son districts will be merged to form a new administrative unit. According to the Standing Deputy Secretary of the Provincial Party Committee, Le Van Dung, Nong Son district currently does not meet the two standards regarding area and population as stipulated, and Que Son is subject to restructuring in the 2026-2030 period.

Therefore, the merger of Nong Son and Que Son districts in the period 2026-2030 ensures continuity between the two phases, in line with the directives of the National Assembly Standing Committee. It is expected that, after the reorganization, this administrative unit will have a natural area of ​​over 729 km² and a population of nearly 140,000 people.

“In 2008, Nong Son district was separated from Que Son district, therefore there are similarities in traditions, culture, customs and practices. Travel for people from Nong Son district to the center of Que Son district is relatively convenient. And the merger does not affect national defense, security, or the production and business activities of the people,” – Deputy Secretary of the Provincial Party Committee Le Van Dung stated.

Building consensus

To ensure that the administrative unit reorganization for the period 2023-2030 receives public consensus, the Propaganda Department of the Nong Son District Party Committee organized a survey of public opinion among the local people.

Out of a total of 700 survey votes, 580 suggested merging with Que Son district, accounting for 82%. Only 70 votes suggested merging with Duy Xuyen district and 50 votes suggested merging with Hiep Duc district, but this would require building roads or relocating the administrative center to Hiep Hoa or Hiep Thuan communes.

Meanwhile, based on the province's administrative unit reorganization guidelines, the Phu Ninh District Party Committee directed the District People's Committee to quickly prepare the necessary prerequisites for merging Phu Thinh town and Tam Vinh commune. At the same time, it instructed local authorities to organize specific communication campaigns about the merger plan so that the people could understand and gain consensus.

Mr. Vu Van Tham, Secretary of the Phu Ninh District Party Committee, stated: “The merger is not simply about combining administrative boundaries and population, but more importantly, about reorganizing the administrative apparatus. Therefore, the District People's Committee and the two commune-level units must have a plan for appropriate personnel arrangements. Understanding the mindset of officials and Party members is crucial to resolving issues thoroughly, fairly, and reasonably, so that they can work with peace of mind.”

Deputy Secretary of the Provincial Party Committee Le Van Dung acknowledged that many challenges remain in the implementation process. When reorganizing small-scale district and commune-level administrative units into larger ones, concerns and anxieties among officials, Party members, and the people are inevitable.

At the same time, the arrangement and placement of officials, civil servants, and employees for the new administrative apparatus must be rational. The province's view is that all officials must be assigned work that matches their expertise and capabilities.

Recognizing this, the political system at the grassroots level must do its best to disseminate information and explain this policy to cadres, Party members, and the people so that they understand and correctly perceive it, and thus agree with and support it.

“In the initial stages of implementing the reorganization, the majority of opinions from officials, Party members, and the people are basically in agreement with the current policy of reorganizing administrative units. The agreement and support of officials, Party members, and the people are extremely important, and from that, we are confident that this task will be successful,” emphasized Comrade Le Van Dung.
