Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Editor-in-Chief of Communist Magazine, chaired and delivered a speech introducing the special publication at the launching ceremony.
Attending the event were representatives of the Central Propaganda and Mass Mobilization Commission, the Central Committee of the Vietnam Fatherland Front and representatives of relevant units.
In his opening remarks, Associate Professor, Dr. Le Hai Binh emphasized the inspiration for the publication from the speech of General Secretary To Lam at the 8th Session of the 15th National Assembly on October 21, 2024. Accordingly, General Secretary To Lam affirmed: "The existing shortcomings and limitations that have lasted for many years need to be urgently overcome, not to hinder development, cause waste, and miss opportunities for national development in the new era".

At the discussion session on the draft Law on Government Organization (amended) and the Law on Organization of Local Government (amended) on February 13, 2025, General Secretary To Lam continued to emphasize: “There is no other way! To promote the development capacity of the whole society, the apparatus must serve society and motivate the people. Whatever hinders our development, whatever is a bottleneck, must be resolved.”
Based on that reality, the Communist Review has organized many scientific seminars and thematic discussions with the participation of experts, researchers and managers to clarify current institutional barriers and propose solutions to remove them. The results from the seminars have been systematized in a special publication: “Unblocking institutional bottlenecks for the country to rise up in the new era”, an in-depth research work on challenges and solutions for institutional reform to promote sustainable development in Vietnam.

According to Associate Professor, Dr. Le Hai Binh, the publication has columns that sound like they have become a tradition of the Communist Review such as theoretical, policy and practical issues, looking at the world; however, the publication tries to distill, carrying many expectations, contributing theoretical and practical perspectives; pointing out real bottlenecks in current social life; there are perspectives on the history of times when Vietnam has removed bottlenecks in the past, through eras, in areas that the whole society is interested in such as technology, science, law, etc.
Associate Professor, Dr. Le Hai Binh hopes that the publication can contribute more information and perspectives to detect and propose solutions to bottlenecks in various fields. "Bottlenecks are everywhere, requiring us to be more dedicated and concerned to research. The appearance of bottlenecks is normal in the context of a country that is constantly developing and undergoing many changes. Blockages are inevitable, but we must remove them, and when our Party is determined to remove them, it will create strong conditions for the country to enter an era of growth," Associate Professor, Dr. Le Hai Binh emphasized.

At the event, many authors with articles in the publication such as Prof. Dr. Tran Ngoc Duong, Chairman of the Advisory Council for Democracy and Law, Central Committee of the Vietnam Fatherland Front; Assoc. Prof. Dr. Pham Duy Duc, former Director of the Institute of Culture and Development, Ho Chi Minh National Academy of Politics; Assoc. Prof. Dr. Tran Kim Chung, former Deputy Director of the Central Institute for Management Studies... shared their thoughts, concerns and messages through their works to contribute to proposing solutions and helping to clear bottlenecks in many different fields.
Delegates and authors hope that the publication will become a source of encouragement for scientists and experts to continue researching and producing more practical publications in the future.
