Focus on solutions to complete the state budget collection task in 2025

In the first 6 months of 2025, the province's socio-economic situation achieved many positive and quite comprehensive results in many fields. In particular, the state budget revenue in the first 6 months of 2025 achieved impressive results with over 33 trillion VND, an increase of 31% over the same period in 2024.

Based on the achieved results, Head of Tax Department of Dong Nai province Nguyen Toan Thang shared with Dong Nai Newspaper about the orientations in management, state budget collection, and tax policy propaganda in the last 6 months of 2025.

How do you evaluate the results and causes affecting the state budget revenue in the first 6 months of 2025, in the context of many tax support policies being applied as present?

In the first 6 months of 2025, the total state budget revenue reached nearly 33 trillion VND, reaching 67% of the ordinance estimate and 63% of the estimate assigned by the Provincial People's Council. Although the Dong Nai tax sector has implemented policies to extend, exempt and reduce taxes to support taxpayers, the revenue in the area still achieved very positive results compared to the estimate and increased compared to the same period in 2024.

To achieve the above results, Dong Nai Provincial Tax Department has implemented many solutions in revenue management. Specifically, the tax sector focuses on implementing policies to support enterprises. At the same time, it strengthens inspection and timely handling of violations; synchronously implements solutions such as: focusing on urging tax debts that can be collected into the State budget; strengthening inspection and supervision of value-added tax refunds, especially for enterprises with signs of high risk, to ensure tax refunds for taxpayers are resolved in accordance with the law...

In addition, in the first 6 months of 2025, the local economy continued to recover and develop. Production and business activities of many enterprises were maintained and expanded, many enterprises signed contracts for orders until the end of the year. In addition, some key industries grew quite well, the export market was stable such as: food processing industry; production of tobacco, leather and related products; production of beds, cabinets, tables, chairs... In particular, many records of land use purpose conversion with large-area, high-value land plots of individuals have contributed to increasing the state budget revenue in the area.

From July 2025, many new tax regulations will take effect. How has the tax sector implemented, monitored and managed the implementation of these regulations?

A series of new tax policies will take effect from July 2025, such as the Law on Value Added Tax (amended) 2024; regulations on tax declaration and payment for business activities on e-commerce platforms; using personal identification codes instead of tax codes in some cases; regulations on electronic invoices generated from cash registers connected to tax authorities, etc.

These are policies and regulations that contribute to improving institutions, increasing transparency and preventing budget losses; at the same time, they are opportunities for the tax sector to improve management efficiency and modernize collection work.

During the implementation process, the tax sector also faced many difficulties due to rapid policy changes, the requirement to update the information technology system and the pressure to propagate and support taxpayers. However, in order to best serve taxpayers, the tax sector has proactively improved its capacity to meet new requirements such as: training civil servants, promoting digital transformation, simplifying administrative procedures. In particular, always listening to feedback from taxpayers to make appropriate adjustments, while promoting coordination with inter-sectoral agencies to improve the efficiency of management and operation of state budget collection.

How do you evaluate the adaptation of enterprises in complying with new regulations in the tax field and what recommendations do you have for enterprises?

In recent times, taxpayers, especially business households, have had positive changes in their attitudes and awareness of tax compliance. When information about new tax policies was about to take effect, many business households proactively declared, paid taxes and used electronic invoices.

However, there are still some who are not really ready due to limitations in technological skills or fear of change. To overcome this situation, the tax sector has actively supported, guided, and created favorable conditions for taxpayers to adapt.

The tax sector recommends that enterprises, especially business households, need to enhance their sense of responsibility, proactively learn about new regulations, especially in self-declaration and timely tax payment. Strictly implement tax regulations, especially regulations on issuing electronic invoices from cash registers connected to tax authorities to ensure transparency and legal rights. Compliance with tax regulations is not only an obligation, but also contributes to building a healthy and fair business environment.

To complete the task of collecting state budget revenue in 2025, what solutions does the tax sector propose?

In order to reorganize the tax sector according to the new model and deploy the 2-level local government model while still ensuring the smooth and seamless handling of administrative procedures for people and businesses, the tax sector of Dong Nai province has proactively implemented support solutions, focusing on creating conditions for taxpayers to receive timely and convenient support in the process of fulfilling tax obligations.

In the last 6 months of 2025, Dong Nai Provincial Tax Department will focus on solutions to improve tax management such as: continuing to promote tax administrative reform; strengthening tax inspection and examination; managing, urging, enforcing and recovering tax debts; tax management for e-commerce activities, business on digital platforms as well as implementing regulations related to the tax sector as prescribed.

In addition, focus on reviewing all revenue sources and remaining revenue sources by industry and taxpayer to improve the efficiency of tax collection and prevent tax losses. At the same time, promote propaganda and request businesses and business households to apply electronic invoices generated from cash registers according to the direction of the Ministry of Finance and the Government.
