Governor of the State Bank of Vietnam (SBV) - Nguyen Thi Hong and a delegation of Government members recently had a working session with the Provincial People's Committee on the socio -economic development situation, import and export, infrastructure construction, national target programs, progress of public investment disbursement and operation of the 2-level local government model.
Thereby, it is recommended that the province synchronously deploy solutions, especially speeding up public investment progress to achieve the growth target of 8% in 2025 and double digits in the following years.

Positive socio-economic changes
In a quick report, Mr. Dang Van Chinh - Standing Vice Chairman of the Provincial People's Committee said that the province's economic growth has many positive changes. Export turnover continues to grow, many products in the processing and manufacturing industry have seen strong export growth; social housing development has been promoted, with 1,199 units completed, reaching nearly 50% of the assigned target. The province's public investment disbursement is equivalent to 35.66% of the plan.
However, the slow disbursement progress is mainly due to problems in site clearance, project handover and capital plan adjustment after the end of district-level activities. The province has directed departments, branches and localities to strengthen inspection, supervision and remove difficulties to speed up the implementation progress, ensuring the completion of the annual plan.
Mr. Tran Quoc Ha - Director of the State Bank of Vietnam Branch in Region 14 reported that in the first 9 months of 2025, the sector has seriously implemented the direction of the Government, the State Bank of Vietnam and the Provincial People's Committee, contributing to the local economic growth. Thereby continuing to stabilize interest rates, expanding credit for production, business, agriculture , rural areas and social housing programs. Promoting digital transformation, strengthening inspection, supervision, removing difficulties for businesses and people, contributing to ensuring system safety and supporting socio-economic development.
“However, the capital absorption capacity in the region is still weak, few large projects are eligible for loans. The unstable agricultural product market and the sluggish real estate market have had a negative impact on the commodity market activities and debt collection of credit institutions,” said Mr. Tran Quoc Ha.
Regarding the recommendations, according to Mr. Dang Van Chinh, the province proposed to the Government, ministries and central branches to guide job positions, staffing standards for civil servants, public employees, and specialized fields in accordance with the 2-level local government model... At the same time, it recommended to the Ministry of Construction to consider and advise the Prime Minister to adjust the social housing development target until 2030 of the province after the arrangement to reduce from 38,500 units to 23,500 units (reduced by 15,000 units).
The reason is that after the merger, the Provincial People's Committee directed the Department of Construction to review the current status of urban development and the need for social housing development. As a result, the area of Vinh Long province (old) and Ben Tre province (old) has demand close to the assigned target; only Tra Vinh province (old) has reduced demand by 15,000 units.
The province also proposed to the Ministry of Finance to consider adjusting down the 2025 capital plan of 2 projects under the central budget capital plan (foreign capital) including: Urban Development Project and Enhancement of Climate Change Adaptation Capacity of Vinh Long City and Ben Tre Provincial General Hospital Project.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Lu Quang Ngoi affirmed that the province will study and supplement the direction and administration work in the last months of 2025, striving to complete the highest targets and tasks of socio-economic development, contributing to achieving the target of GRDP growth of 8% or more as directed by the Prime Minister. At the same time, focus on directing sectors and localities to create favorable conditions in terms of mechanisms, policies and resources to support people and businesses in production, business, import and export; speed up the disbursement of public investment capital, strive to disburse 100% of the plan; remove difficulties in infrastructure development, social housing and implementation of national target programs; at the same time, continue to effectively operate the 2-level local government model.
Together with local authorities to overcome difficulties
After listening to the opinions of the locality, representatives of the relevant ministries and branches responded, accepted and recorded the recommendations of the province to synthesize and report to the Prime Minister. Governor of the State Bank - Nguyen Thi Hong emphasized that the relevant ministries and branches grasp the information and act as focal points to jointly resolve difficulties for the locality.
Governor Nguyen Thi Hong affirmed that the successful organization of the 1st Provincial Party Congress for the 2025-2030 term is an important political milestone opening a new development period for the province. At the same time, she highly appreciated the province's efforts in stabilizing the two-level local government apparatus, ensuring smooth and stable operation of the apparatus, proactively directing, operating and organizing the implementation of socio-economic development solutions.
However, there are still shortcomings and challenges affecting the province's GRDP growth rate, such as: slow disbursement of public investment; some infrastructure and energy projects are still stuck in site clearance; import turnover has decreased; targets for social housing development and disbursement of national target programs are still low.
In addition, the guidance on organizational models, job positions and staffing for two-level local governments is not yet complete, causing pressure on grassroots staff.
Governor Nguyen Thi Hong directed the State Bank of Vietnam (SBV) Regional Branch 14 to deploy for credit institutions in the region to promote bank-enterprise connections, promptly support capital for production and business, especially focusing capital on priority areas such as high-tech agriculture, processing industry, export, renewable energy, social housing, etc.
In addition, Governor of the State Bank of Vietnam - Nguyen Thi Hong requested the province to promote public investment disbursement, innovation and digital transformation. At the same time, effectively operate the 2-level administrative unit to create maximum convenience for people and businesses. In the last months of 2025, the province needs to continue to synchronously implement solutions to achieve the GRDP growth target of 8% in 2025 or more as directed by the Prime Minister, thereby creating momentum for double-digit growth in the following years.
The province proposed that the Central Government include a number of key transport projects of the province in the national medium-term public investment portfolio such as Dinh Khao bridge, coastal road, Dinh An new industrial park. At the same time, prioritize capital allocation for clean energy projects, agricultural processing industry, logistics infrastructure, contributing to the development of agricultural value chains in the region.
