(Haiphong.gov.vn) - To ensure that the work of overcoming damage after the storm is urgent, timely and effective, the Chairman of the People's Committee has just given instructions in Document 6616/VP-TL on overcoming damage after Storm No. 3.
Accordingly, the Chairman requested the city's departments, branches, and People's Committees of districts and agencies and units in the city to urgently continue to organize statistics and inspect the work of calculating damage caused by Storm No. 3 in accordance with regulations, ensuring a unified data system, no duplication, and within the prescribed time limit.
Focus on mobilizing all resources, at the same time continue to review, cut down, and postpone tasks that are not really urgent to focus on overcoming the consequences of Storm No. 3 such as conferences, seminars, and overseas trips; programs and projects that are not really urgent, have not created new values, and have difficult procedures... Minimize festival and entertainment activities, organize economical Mid-Autumn Festival activities to reserve funds to overcome damage after the storm.
Urgently identify projects that need to be implemented immediately according to the emergency order and implement investment procedures for construction, repair, and restoration of emergency projects, and make settlements in accordance with legal regulations, ensuring consistency and uniformity in localities, agencies, and units... Continue to mobilize forces to clean up and clean up streets and residential areas. Continue to urgently repair damage to fallen trees, electrical, telecommunications, and traffic infrastructure systems... Check garbage dumping locations, do not dump garbage near river banks; effectively and scientifically handle tree waste after the storm. Assign the Department of Health to direct the organization of disinfection spraying, ensuring environmental sanitation to prevent disease outbreaks after the storm.
Mobilize the entire political system to focus on supporting the emergency evacuation of households living in dangerous apartment buildings in the city due to the impact of Storm No. 3. At the same time, statistics on damage, regularly update the work of overcoming the consequences of the storm by sector, unit, and management area and send it to the Department of Agriculture and Rural Development for general synthesis (before 3:00 p.m. every day) until the damage statistics are completed according to regulations. All levels, sectors, especially trade union organizations, promptly deploy activities to care for the material and spiritual lives of workers affected by Storm No. 3.
Assign the Department of Planning and Investment to study and review the city's public investment capital to balance the budget for storm recovery work. The Department of Finance and the Department of Planning and Investment should study increasing the capital entrusted to the Social Policy Bank to lend to businesses and households to promptly restore production, focusing on the following areas: agricultural production, aquaculture at the lowest possible interest rates. Balance the budget, advise on the allocation of funds for storm recovery work.
The Department of Industry and Trade, the Department of Construction, and relevant agencies shall step up inspection activities and strictly handle speculation and hoarding to increase prices of construction materials and supplies; ensure price stability and supply of food, foodstuffs, and consumer goods for the city's people.
The Department of Labor, War Invalids and Social Affairs proactively grasps the situation, promptly advises on solutions to prevent workers from losing their jobs due to the impact of Storm No. 3. Takes the lead, together with relevant agencies, in synthesizing and proposing support policies for poor households and families in difficult circumstances whose houses have collapsed or had their roofs blown off; preferential mechanisms for electricity, water, social insurance, and salary payment policies for workers at damaged businesses that had to stop operating after the storm.
The Department of Agriculture and Rural Development presides over and guides statistical methods, statistical indicators, and damage assessment due to natural disasters so that departments, branches, and localities can implement them in accordance with regulations... Synthesize and propose support for farmers and businesses suffering damage to agricultural production after storms.
Request the City Police to focus on directing the assurance of political security, social safety, fire prevention and fighting, strengthen propaganda, and not lose vigilance against all types of crimes.
The City Tax Department researches and advises on tax incentives for various sectors to remove difficulties for organizations and businesses.
The State Bank of Vietnam, Hai Phong Branch, advised on the direction of supporting businesses and people borrowing from banks affected by the storm, and at the same time directed commercial bank branches in the area to review and summarize the damage of customers who are borrowing capital to promptly apply support measures, remove difficulties for customers such as restructuring debt repayment time, considering interest exemption and reduction, continuing to provide new loans... to restore production for customers who suffered damage after the storm; consider debt suspension, debt extension, debt cancellation, and continued lending to borrowers who suffered damage after Storm No. 3.
The city's social insurance agency advises the city on social insurance for employees of businesses that suffered damage and had to stop operating after the storm. Insurance companies speed up the appraisal and insurance compensation process for businesses that suffered damage after the storm.
