Today's meeting is not only a regular meeting to assess the socio -economic situation in the first 6 months of 2025, but also has special historical significance. This is the last regular meeting of the People's Council of the old Lao Cai province before officially operating the new administrative apparatus of the 2-level local government.
I highly appreciate the proactive and responsible spirit of the Standing Committee of the Provincial People's Council, the Provincial People's Committee and the advisory and supporting agencies in preparing the content of the meeting. Especially the construction of a system of reports and presentations that are elaborate, complete, closely following practical requirements and development orientations in this extremely important transitional period.

In the first 6 months of 2025, Lao Cai province continued to receive the attention and support of the leaders of the Party, the State and the ministries, departments and branches of the Central Government. The Party Committee, the government, cadres, party members and the people of all ethnic groups in Lao Cai continued to promote the tradition of solidarity, proactiveness and creativity. Despite many difficulties and challenges, we have achieved remarkable results:
Firstly , the economic growth rate of GRDP in the first 6 months of 2025 reached nearly 8%, 1.7 percentage points higher than the same period, exceeding the growth scenario target. The economic structure continued to shift positively, industrial production recovered, the value of industrial production in the first 6 months reached nearly 23,000 billion VND, up 7.3% over the same period. Total retail sales of goods and social service revenue reached 23,300 billion VND, up 9.3% over the same period.
Second , the state budget revenue is estimated at over 6,200 billion VND, equal to 64.1% of the central budget estimate and up 40% over the same period. Total social investment capital reached nearly 28,000 billion VND, equal to 45% of the annual plan; total tourists to the province reached nearly 6.0 million, up 36.3% over the same period; total revenue from tourism reached nearly 20,000 billion VND, up 46.7%. The employment rate reached 120% of the annual plan, with 12,000 workers having new jobs.
Third , education, health care, and social security are guaranteed, receiving large and synchronous investment, 100% of educational targets for student mobilization reached and exceeded the plan; the rate of solid classrooms reached 82%; the rate of schools meeting national standards reached 68%; medical facilities ensured medical examination and treatment services with a bed occupancy rate of over 90% in the province.
Fourthly , poverty reduction has achieved many outstanding results, completing the goal of eliminating temporary and dilapidated houses with more than 16,000 households receiving support in the 2020-2025 period, 6 months earlier than the Prime Minister's request. Social housing continues to receive investment attention, in 2025, nearly 2,000 social houses will be completed, meeting the target assigned by the Prime Minister.
Fifth , digital transformation, administrative reform, security, order and national defense are ensured; the index of files processed completely on the provincial network environment reaches over 98%; the rate of villages with electricity reaches 99.83%; the rate of people using clean water is increasingly improved.

The coming time is very important, besides carrying out the task of socio-economic development, localities across the country are urgently completing the implementation of the Central Government's policy on streamlining the apparatus, making it lean, strong, efficient, effective and efficient. This is a major step, demonstrating the determination to strongly innovate in administrative reform, and reorganize the apparatus of our Party and State. With these important tasks, on behalf of the Provincial Party Committee, I propose to focus on deploying and performing well a number of key tasks in the coming time as follows:
Firstly, concentrate all resources, concentrate to put the two-level local government into official operation from July 1, 2025, especially at the commune level, which is a streamlined, compact, strong, efficient, effective, and efficient administrative level, highly decentralized, especially for the head, with the motto "locality decides, locality does, locality is responsible", ensuring regular and continuous operations, in order to best support the people, without interruption or impact on the activities of organizations, agencies, units, businesses, and people.
The new model places high demands on responsibility, a huge workload and increasingly demanding tasks. This requires the staff, especially at the commune level, to be truly professional, have comprehensive capacity, innovative thinking, standardized skills, ethics and a high sense of responsibility.
Thus, the cadres and civil servants are the most important resource, the most crucial factor determining the success of the transition from the administrative management model to the governance model serving the people and businesses. Therefore, cadres from the province, district to the commune level are not an experience but a glorious responsibility, carrying out noble tasks in the historical context of the country to serve the people, serve businesses, for the common development of the locality and the country.
Second , focus on leading and directing the successful organization of party congresses at all levels for the 2020-2025 term, first of all the new commune and ward congresses, to be completed before August 31, 2025, and the new Lao Cai Provincial Party Congress after the merger. This is a great historical opportunity for the two provinces of Lao Cai and Yen Bai when merging to jointly awaken their potential and strengths in a synchronous manner, creating a new development space to solve the internal difficulties of the two localities, together with the whole country entering an era of prosperous development of the nation, to walk together and reach their dreams.
Third, promptly deploy and effectively implement the directions and instructions on implementing the resolutions of the Central Committee and the Politburo, especially the breakthrough resolutions, which are the foundation and create strong momentum to bring our country forward in the new era: Resolution No. 57-NQ/TW of the Politburo dated December 22, 2024 on breakthrough in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW of the Politburo dated January 24, 2025 on international integration in the new situation; Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW of the Politburo dated May 4, 2025 on private economic development.
The implementation of strategies and resolutions must be carried out continuously, must be linked to and at the same time must address the realities of the new province, as well as the demands and requirements from the people and business community, ensuring effectiveness and sustainability in the development of the new Lao Cai province.
Fourth, continue to effectively implement key tasks and solutions to promote economic growth and accelerate disbursement of public investment capital, ensuring growth targets according to Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee on the 2025 socio-economic development supplementary project and the Prime Minister's direction in Resolution No. 25/NQ-CP dated February 5, 2025 on growth targets for sectors, fields and localities. Lao Cai strives for a growth target of 9.5% or higher in 2025. All levels and sectors continue to closely monitor the progress of the province's 10 key tasks to promptly have appropriate solutions. Economic growth is an urgent requirement that needs to be accelerated and made a breakthrough in the coming time.
Fifth, focus on comprehensive development of cultural, social and sports fields. Pay attention to implementing well and in accordance with regulations on citizen reception, complaint and denunciation settlement. Strengthen state management of local defense and military. Ensure political security, social order and safety in the province. Strictly manage state finance and assets.

The 2021-2026 term of the Provincial People's Council has many advantages but also difficulties and challenges. This session is the last regular session, marking the end of activities in the historical period of the country when the two provinces of Lao Cai - Yen Bai merged into the new Lao Cai province. With strong political determination, the activities of the Provincial People's Council during the term have achieved many achievements with outstanding marks:
Firstly, it has decided many important issues of the province to create a legal framework suitable to the reality and spirit of constant innovation, creativity, overcoming difficulties and moving forward of Lao Cai people so that the province can overcome many difficulties and challenges, achieve many steps forward in socio-economic development, ensure national defense, security and foreign affairs. During the term, 31 sessions of the Provincial People's Council were held, the most in the history of the Provincial People's Council, and 460 resolutions were issued. These are also valuable experiences and lessons to continue to inherit and promote in the next period.
Second, the People's Council's supervisory activities have many innovations in both content and form. Supervisory activities are always focused on, enhanced, promoted, focusing on major, topical, prominent, and urgent issues that voters, the People and public opinion are interested in. The results of supervision help reflect the breath of people's lives more quickly, comprehensively and effectively, and at the same time are an important information channel to help the government promptly adapt and promptly handle the requests and demands of the People and the business community.
Third , the coordination between the People's Council, People's Committee and Vietnam Fatherland Front of the province has always been maintained and accompanied, but also in accordance with the Party's regulations and the State's laws, thereby creating solidarity within the Party and among the People to promote advantages, minimize shortcomings, and quickly and effectively resolve practical problems while the institutions have not kept up with development.
The above results are the result of the efforts and dedication of the Standing Committee of the Provincial People's Council, the Provincial People's Council committees, the Provincial People's Council delegates, the advisory and support agencies for the Provincial People's Council, together with the effective accompaniment and coordination of the Provincial Vietnam Fatherland Front, the Provincial People's Committee, relevant agencies and organizations, and especially the support of the People in the province.
