(MPI) – This is the direction of Prime Minister Pham Minh Chinh at the Government's thematic meeting on law-making in July 2024 – the 6th thematic legal meeting in 2024. Deputy Minister of Planning and Investment Do Thanh Trung attended the meeting.

Prime Minister Pham Minh Chinh emphasized that the Government attaches great importance to and focuses on implementing institutional breakthroughs, one of the three strategic breakthroughs that the Party and State pay special attention to.

Since the beginning of the term, the Government has commented on, reviewed and approved more than 100 proposals for law and draft laws, and submitted more than 60 laws and resolutions to the National Assembly for consideration and approval. The Government has issued more than 380 decrees; the Prime Minister has issued nearly 90 normative decisions.

In 2024 alone, the Government held 5 thematic meetings on law-making, giving opinions and approving 26 proposals for law-making, resolutions and draft laws. In particular, the Government established a Steering Committee to review and handle problems in the system of legal documents, headed by the Prime Minister.

In the coming time, the Prime Minister continues to request ministers and heads of sectors to directly lead and direct, invest time and resources in law-making work in a timely, effective, and quality manner with the highest sense of responsibility.

The Prime Minister clearly stated 8 requirements for this important work, such as institutionalizing the Party's policies and guidelines; ensuring progress and improving the quality of projects, and proposing the development of laws. Ministries, branches, and localities need to focus on reviewing, developing, and removing obstacles and difficulties from practice, new issues, and issues that have arisen and could not be predicted in advance... to perfect the legal system.

The Prime Minister especially noted the requirement to build a synchronous, transparent, clear, objective legal system, avoiding overlap and interpretation in any way so that officials can work with peace of mind, contributing to preventing and pushing back the fear of making mistakes, fear of responsibility, shirking and avoiding in a part of officials and party members, mobilizing resources for national development in the current period.

Continue to review, decentralize, and maximize power allocation in conjunction with appropriate resource allocation, improve implementation capacity, and strengthen inspection, supervision, discipline, and timely rewards; continue to review and cut cumbersome administrative procedures, eliminate the request-grant mechanism, reduce compliance time and costs for people and businesses; have an open mechanism to mobilize domestic and foreign resources through promoting public-private partnership and have a strict control mechanism to prevent policy corruption; effectively use state resources, take public investment as the leader, and activate private investment.

The Prime Minister also emphasized the specific contents of the draft laws and proposals for law making discussed at the meeting; noted the need to continue to solicit opinions, listen to the opinions of the people, scientists, and practical activists in an open and receptive spirit; attach importance to propaganda work, ensuring publicity and transparency so that people can understand, work together, participate together, contribute ideas and enjoy the results.

At the same time, emphasize the spirit in building draft laws; must be proactive, positive, practical, effective, not formal, not colorful, when entering life must remove difficulties, overcome challenges, mobilize resources, create excitement among people and businesses, promote momentum, maintain development momentum for the country.

At the meeting, implementing the Central Committee's resolutions, Conclusion 49 of the Politburo, Resolution 103 of the National Assembly, the Government discussed the Project on investment policy for high-speed railway on the North-South axis.

Government members basically agreed on the policy to submit to competent authorities for consideration and decision in the direction of building a modern, synchronous high-speed railway line, in line with the world's development trend, 1,541 km long, planned to be completed in 2035, combining economy with security - defense, combining mainly passenger transport and light freight transport when necessary.

The Prime Minister requested to study mechanisms for technology transfer and develop the railway industry in accordance with the direction of the Central Government and the Politburo; develop mechanisms and policies to mobilize and diversify resources including State capital (Central and local), loans, capital from bond issuance, capital from enterprises, capital from effective exploitation of railway lines, etc.; strengthen decentralization, delegation of authority, increase self-reliance, improve the capacity of agencies, units, localities and enterprises to implement other major infrastructure projects.

Along with that, carefully assess the impact, especially related to public debt, government debt, foreign debt, do a good job of propaganda to create high consensus; at the same time, it is necessary to upgrade existing railway lines to focus on freight transport, tourism development and research, soon deploy 3 railway lines connecting with China, the Vientiane (Laos) - Vung Ang (Ha Tinh) railway line./.
