Focus on establishing grassroots unions and developing union members

Immediately after the merger of the Da Nang City Labor Federation and Quang Nam Province Labor Federation, the Standing Committee of the new Da Nang City Labor Federation directed relevant departments to immediately start mobilizing the establishment of grassroots unions and developing union members.

On the afternoon of August 11, at Vina Mask International Company Limited (Hoa Khanh Industrial Park), the City Labor Federation announced and handed over the decision to admit 52 union members to the Vietnam Trade Union organization, and the decision to establish a grassroots trade union. At the same time, the Executive Committee, the Inspection Committee of the grassroots trade union, the Chairman and the Head of the Inspection Committee were appointed.

Previously, at Apollo Dai Loc Garment Company Limited, during the ceremony to announce the decision to establish and launch the Executive Board and Inspection Committee of the Trade Union of Apollo Dai Loc Garment Company Limited, Permanent Vice President of the City Labor Federation Le Van Dai highly appreciated the spirit and cooperation of the workers at the company, the support and facilitation of the company's leaders so that the workers could join the Trade Union organization.

The City Labor Federation commits to accompany and support activities so that grassroots unions can operate effectively and truly deserve the trust of union members and workers.

In the current period, the 4.0 industrial revolution has a strong impact on the lives and jobs of workers; Vietnam implements new generation free trade agreements; the 2019 Labor Code allows other representative organizations of workers to be established, the working class and the city's Trade Union are facing great difficulties and for the first time there is competition. Therefore, attracting, gathering and developing union members is an extremely important task.

The Da Nang City Labor Federation is managing a very large area, the number of workers in the city, especially in industrial parks is quite large, the area is scattered, and the geographical distance is far. In particular, there are many types of enterprises and more specific occupations, especially workers in the informal sector. Meanwhile, the model of commune and ward unions is still new; in communes and wards that are not large enough (10 grassroots unions and 1,500 union members or more), there is no union...

The Standing Committee of the City Labor Federation determined that the work of developing union members and establishing grassroots unions is not only the task of a particular department or individual, but an urgent task, requiring the participation of the entire system.

In which, assigning commune and ward unions to be in charge of their management areas; the committees under the City Labor Federation cover the entire city to propagate and mobilize union members.

In the immediate future, we will review all resources that still have room to develop union members, establish grassroots unions in both the old Quang Nam and Da Nang localities, as a basis for developing detailed plans and assigning tasks to departments and individuals in charge of each specific area.

The Standing Committee of the City Labor Federation directed the Chairmen of the Commune and Ward Trade Unions to proactively and actively advise the Party Committees and the Standing Committee of the local Fatherland Front Committee to coordinate smoothly with functional agencies and branches such as social insurance agencies, tax agencies, police, commune and ward authorities, etc. in creating conditions and mobilizing the establishment of grassroots trade unions and developing union members.

“In addition to the 24 communes and wards that have commune and ward unions in charge, the Standing Committee of the City Labor Federation assigned the Industrial Park Union Board to closely monitor the industrial parks and economic zones in the area to carry out organizational development work. The remaining areas are monitored, advised and directly mobilized, propagated, developed union members, and established grassroots unions by the Union Working Board,” said Mr. Le Van Dai.

According to the Standing Vice President of the City Labor Federation, currently, the accumulated source of grassroots union development of the two localities after the merger is about 504 enterprises with more than 20 employees, 929 enterprises with 10-19 employees and more than 2,000 enterprises with less than 10 employees participating in social insurance and the source of union member development is about 208,000 employees.

In the informal labor sector - workers who do not participate in mandatory social insurance - there is still a lot of room for union membership development in trade unions.

“Since the merger, the City Labor Federation has established 16 new grassroots unions, developing nearly 660 union members. With the identification of difficulties and challenges; close direction from the Standing Committee of the City Labor Federation; on the basis of development space, each union official will strive to achieve the target assigned by the Vietnam General Confederation of Labor in establishing grassroots unions and developing more than 51 thousand union members,” said Mr. Le Van Dai.
