According to the Ministry of Finance 's report, in 2025, the total public investment capital approved by the National Assembly is more than VND829 trillion. By April 30, ministries, central agencies and localities had allocated and assigned detailed capital investment plans for the list of tasks and projects of nearly VND818 trillion, with the remaining nearly VND8 trillion unallocated belonging to 17 ministries, central agencies and 21 localities.
As of April 30, the country had disbursed VND128.5 trillion, reaching 15.56% of the assigned plan. There were 10 ministries, branches and 35 localities with disbursement rates higher than the national average. In addition, there were still a number of ministries, branches and localities that had not disbursed or had disbursed at a very low rate.
In Bac Giang province, the total public investment capital plan and national target programs in 2025 is more than VND 8,531 billion. As of May 15, the total disbursement value reached more than VND 2,046 billion, equal to 26.07% of the assigned capital plan (excluding the capital that is not eligible for detailed allocation).
Discussing at the conference, delegates stated that the low disbursement of public investment capital has many causes. The most common of which is that site clearance is still facing difficulties. Specifically, after the 2024 Land Law came into effect, many changes have been made to the regulations guiding compensation, support and resettlement, some unclear regulations have affected the compensation progress. Determining the origin of land use of households takes a long time, resulting in delayed site handover.
In some localities, there is still a shortage of supply of earth, sand, and stone for project construction. Some projects are overlapping, have planning problems, have to wait for planning adjustments, and take a long time to complete administrative procedures. Many localities have temporarily stopped starting new construction projects for headquarters construction due to the implementation of the policy of rearranging the administrative apparatus...
Concluding the conference, Comrade Pham Minh Chinh commended the provinces and cities with high results in disbursing public investment capital; commended the officials and workers who made efforts to direct and construct at construction sites. He highly appreciated and acknowledged the people who joined hands to facilitate the handover of land to contractors to construct many projects.
He seriously criticized localities with low disbursement results. At the same time, he emphasized that 2025 is of special importance, the year to accelerate the implementation of the 5-year socio-economic development plan for 2021-2025 and the medium-term public investment plan for the period 2021-2025. Public investment has always been identified as an important political task, playing a key role in socio-economic development, ensuring national defense, security and political stability.
To achieve those strategic goals, the Party, State and Government have set the target of economic growth of 8% or more in 2025, with public investment disbursement this year at 100%. He requested ministries, branches and localities to continue building and perfecting institutions according to assigned tasks, ensuring time, quality and feasibility for easy application in capital disbursement.
It is necessary to thoroughly grasp the principle of 6 clear principles in project implementation to disburse public investment capital. That is, clear people, clear work, clear time, clear responsibility, clear product, clear result. The investor urges the contractor to implement the project with the spirit of "overcoming the sun, overcoming the rain", working in 3 shifts, 4 teams, working through holidays and days off to speed up the project progress, thereby having the completed volume to disburse capital.
Ministries, central and local agencies need to resolutely direct and organize project implementation, increase decentralization in project implementation, select qualified contractors, and avoid interruptions in disbursement, especially for important national projects, highway projects, and key traffic projects.
Regarding site clearance, localities need to mobilize the entire political system, considering this a key task. Pay attention to improving the effectiveness of propaganda and mobilization work among people, creating consensus on site handover. The Ministry of Agriculture and Environment promptly guides ministries, central agencies and localities to handle problems in the implementation of the 2024 Land Law related to compensation and site clearance.
At the same time, focus on removing difficulties in licensing quarries for exploiting soil, rock, etc. for construction works. Ministries, functional branches, and localities review current planning-related regulations to ensure consistency and synchronization in state management.
Investors shall make detailed disbursement plans for each project, strictly complying with the disbursement plans for each month and each quarter. Assign specific leaders to be responsible for monitoring the progress of public investment disbursement, promptly removing difficulties and taking responsibility for the progress of disbursement of capital for each project. The Government considers this an important criterion to evaluate and classify the level of completion of assigned tasks of collectives and individuals in 2025.
The Ministry of Home Affairs reviews ministries, branches and localities whose capital disbursement results do not meet requirements and reports to the Government for strict handling. Ministries, branches and localities organize rewards for collectives and individuals who do well in capital disbursement.
After concluding the conference at the Central bridge, speaking at the Bac Giang bridge, comrade Nguyen Viet Oanh requested departments, branches, and localities to review projects, works, and commune police headquarters to consider adjusting investment capital appropriately. Allocate capital reasonably for projects in the plan, ensuring feasibility; do not start new projects when there are outstanding debts. Prioritize capital payment arrangements for projects with large completed volumes.
