For a common goal

Since the re-establishment of the district in 2003, Tay Giang immediately embarked on a transformation of its appearance, starting with planning, arrangement, and concentrated settlement of the population. After more than 20 years of implementation, dozens of resettlement areas have been built and developed, creating a stable living environment right in the remote border region bordering Laos.

Mr. Tran Van Ta, Head of the Agriculture and Rural Development Department of Tay Giang district, said that in order to effectively implement the mechanisms and policies for arranging and stabilizing the population in the district in conjunction with building new rural areas, in recent years, the Agriculture and Rural Development Department has advised the District People's Committee to establish a Steering Committee and a specialized support team at the district level to implement Resolutions No. 12 and 23 of the Provincial People's Council.

Simultaneously, a Steering Committee for implementation at the commune level will be established; this committee will invite the Chairman of the Commune's Fatherland Front Committee, along with the heads of farmers', women's, and youth organizations, to participate as members.

The formation of a synchronized organizational structure from the district to the commune level, and the smooth and regular coordination between state management advisory agencies and the Fatherland Front and other mass organizations, have yielded very impressive results.

Specifically, during the period 2019-2024, the locality arranged and resettled 1,248 households in conjunction with the new rural development program; of which 1,058 households were resettled in concentrated areas and 190 households were integrated into other areas, with a total support budget of approximately over 65.2 billion VND.

"All for the common goal. Throughout the implementation process, we have always received the support, response, and agreement of the people and the community. These results are the accumulated experience of Tay Giang over many years in the work of arranging and stabilizing the population in conjunction with building new rural areas."

"This demonstrates a spirit of solidarity, leaving a strong mark in the implementation of mechanisms and policies for programs and projects supporting investment in concentrated residential areas, while also helping to synchronize essential infrastructure serving people's lives," Mr. Ta shared.

Emphasize the role of reputable individuals.

Mr. Briu Quan, Chairman of the Vietnam Fatherland Front Committee of Tay Giang district, said that during the implementation of the policy, the locality prioritized resources to create residential areas in places threatened by natural disasters.

By implementing flexible and legally compliant measures, from 2019 to the present, the locality has invested in 25 concentrated residential areas in various communes; of which 6 areas are integrated with the provincial mechanism for resettlement and stabilization of the population.

According to Mr. Quan, during the implementation process, the local authorities supported the allocation of a minimum of 200 square meters of residential land per household; at the same time, they allocated public land to serve the investment in essential infrastructure, from internal transportation, drainage ditches, village schools, and other cultural facilities to serve the needs of the people.

To arrange and stabilize the population, in addition to the attention and guidance of Party committees at all levels and the involvement of the entire political system, the Fatherland Front Committee of Tay Giang district has paid special attention to the role of influential people and village elders in disseminating information and mobilizing ethnic minorities to implement population arrangement and stabilization associated with sustainable development. As a result, the lives of people in Tay Giang district have gradually stabilized, reducing risks from natural disasters, and providing opportunities to access essential infrastructure and develop production.

Leveraging the role of influential figures, and through their exemplary conduct, village elders and influential people in Tay Giang have actively participated in disseminating information, guiding, and mobilizing their family members and the community to support the local socio -economic development policies and initiatives.

In particular, village elders and respected community leaders mobilized the people to donate over 25 hectares of land, along with thousands of trees, crops, and structures, with a total value exceeding 15 billion VND. In addition, they contributed over 1,000 man-days of labor to help relocate and rebuild houses in the new settlements.

"Thanks to leveraging the role of influential figures and village elders in disseminating information and mobilizing ethnic minority communities in the district to implement the policy of resettlement and stabilization associated with sustainable development, significant changes have been made in the villages along the western border of the province."

"Many new residential areas are well-planned, with scientifically arranged housing and infrastructure; people's lives are gradually stabilizing… Tay Giang has become and is becoming one of the destinations for tourists from near and far in the development of garden-forest-tourism economy," said Mr. Briu Quan.
