The district has established and consolidated a team to support, promote investment and develop enterprises in the area; directed the district-level departments, branches, sectors, People's Committees of communes, towns and related agencies to develop specific plans for leadership, direction and implementation to ensure timely and effective implementation, in accordance with the tasks and practical conditions of each locality and unit. Organized and disseminated the breakthrough to Party committees and organizations at all levels; promoted propaganda and mobilized members, union members and people to strictly comply with the provisions of the law on land, site clearance (GPMB), investment and construction when the State implements socio -economic development projects in the area.
Up to now, the district has completed the planning for the construction of Thach Thanh district for the period of 2021-2030, with a vision to 2045, and updated the data and information system into the Thanh Hoa Provincial Planning for the period of 2021-2023, with a vision to 2045. Completing the land use planning for the period of 2021-2030 of the district, the locations of industrial project planning are prioritized to be arranged along provincial and national roads, convenient in terms of land fund, raw material areas, and labor for industrial and urban development, especially in the work of calling for and attracting investment in projects and works of the district. The District People's Committee regularly directs the implementation of reviewing, arranging, and compiling data on small-scale industrial production establishments in communes and towns to serve as a basis for implementing planning steps and investing in the construction of concentrated small-scale industrial production clusters; Integrate into the general planning of commune construction, arrange land fund to deploy the construction of infrastructure for concentrated handicraft production clusters in the management area.
Despite many difficulties and challenges in industrial and urban development due to the impact of the pandemic and the global economic recession, under the synchronous and drastic direction of the Party Committee and the government, in the period of 2021-2025, many targets have been completed according to the set plan. The average growth rate of the industrial and construction sector is estimated at 6.4%/year. Currently, in the district, there are 2 industrial cluster infrastructure development projects being invested and implemented, including: Van Du Industrial Cluster with a total investment of 275 billion VND, has completed site clearance of 20.2 hectares (40.4% of the area to be recovered); Thach Binh Industrial Cluster (70 hectares) with a total investment of 490 billion VND, the project is taking the next steps for site clearance. The district has attracted many investment projects in industrial infrastructure and industrial production, with a total investment of more than 1,880 billion VND, exceeding 105.8% of the plan, contributing significantly to ensuring social security, accelerating the process of economic restructuring and labor restructuring according to the set goals.
The district has completed the general planning system for commune and urban construction. In particular, the adjusted and expanded planning for Kim Tan and Van Du urban areas has been approved by the Provincial People's Committee; the project to adjust the general planning for Thach Quang urban area has selected a contractor and is conducting the survey and project preparation steps. Up to now, the detailed planning of 1/500 urban areas has been approved for 5 planning projects and the project has been put into use for auctioning land use rights; the planning task of 1 planning project in Kim Tan is being implemented and the adjustment of the general planning for Thach Quang urban area to 2045 has been submitted to the Department of Construction for appraisal.
The district has focused on investment resources, put into use and auctioned land use rights for 2 projects: New residential area project in Quarter 3, Kim Tan town, with a population of 625 people; Long Van new residential area project, Van Du town, with a population of 475 people. The district is also building 2 urban areas that meet civilized urban standards, Kim Tan town and Van Du town; 1 commune that meets the criteria for a type V urban area is Thach Quang commune. Up to now, Kim Tan town has 5/9 criteria with 46/52 indicators that have met the standards; Van Du town has 5/9 criteria with 46/52 indicators that have met the standards; Thach Quang commune is developing a project to recognize the criteria for a type V urban area.
The mobilization of investment resources for urban development has achieved high results, many works and projects of technical infrastructure, economic and social infrastructure have been invested and promoted with high efficiency, contributing to creating a new look for the urban area to be more spacious, bright - green - clean - beautiful. The total social investment capital mobilized for the urban area in the period of 2021-2025 is estimated at 5,728.1 billion VND, exceeding the plan by 169%.
According to the Secretary of Thach Thanh District Party Committee, Vu Van Dat, in order to develop industry associated with urban development, in the coming time, the district will continue to accelerate the progress of site clearance and investment in the construction of Van Du and Thach Binh Industrial Clusters to attract secondary investors; have many solutions to attract investment, prioritize attracting investment in supporting industrial fields, projects with advanced, modern and environmentally friendly technology.
