Site clearance for 46 projects

According to the Party Secretary of Thach Hoa Commune, Nguyen Van Ngu, there are 3 key projects in the commune, including: Hoa Lac High-Tech Park Project, area 489.9ha; Hanoi National University Project, area 974.3ha; Thang Long Avenue Project - the section connecting National Highway 21 to Hanoi - Hoa Binh Expressway, area 37.48ha. For the Hoa Lac High-Tech Park Project and Hanoi National University, the district has been clearing the land for many years; for the extended Thang Long Avenue Expressway Project, to be implemented in 2024, the site clearance work has been delayed due to waiting for instructions on implementation according to the 2024 Land Law.

“The Commune Party Committee always identifies site clearance as a key and continuous political task. The faster the leadership and direction is needed, the faster the socio-economic development will be. The slower it is, the more stagnant it will be. Therefore, the Party Committee has established 3 working groups to go to each household to propagate and mobilize them to register, declare and count, receive compensation and support, and hand over land to the project. Along with that, the commune coordinated with the District Land Fund Development Center, the Department of Agriculture and Environment, and the Project Management Board to organize 3 conferences to propagate, mobilize, and disseminate new policies combined with dialogue and explanation to the people to create consensus in site clearance work," added Secretary of the Commune Party Committee Nguyen Van Ngu.

To date, the Hoa Lac High-Tech Park Project has cleared 456.06 hectares of land, with 25.4 hectares remaining uncounted. In 2024, the payment price for 115 households was 147 billion 632 million VND, with an area of ​​11.97 hectares. The Hanoi National University Project has cleared 780.74 hectares, with 193.56 hectares remaining. The Thang Long Boulevard Extension Expressway Project has counted 34.13 hectares; 3.48 hectares have not been counted, and the dossier is being completed and the draft plan is being made public.

According to Chairman of Thach That District People's Committee Nguyen Manh Hong, the district has carried out site clearance for 46 projects in the area, with a total area of ​​410.36 hectares. In the first quarter of 2025, the district appraised and approved 18.2 hectares/21.9 billion VND/90 dossiers; completed site clearance for 2 projects: Kim Quan Commune Cemetery; auction area of ​​Muc Yen 2 village, Tan Xa commune. In which, the city's projects, including: Thang Long Avenue Expressway, Hoa Lac High-Tech Park have appraised and approved 16.4 hectares/7.4 billion VND/3 households, publicly announced the plan to 43 households with 5.3 hectares/8.4 billion VND... The district has also directed the organization of a lottery for resettlement locations for 33 households and individuals under the Hoa Lac High-Tech Park Project (30 households), Hanoi National University Project (3 households)...

Focus on propaganda and dialogue

Representatives of communes with projects requiring site clearance all said that site clearance is currently difficult due to changes in compensation policies according to the 2024 Land Law. Land prices, construction material prices, steps, and procedures have changed, so it takes a long time to complete the documents; the land fund for resettlement land allocation is still lacking, so the approval and payment progress is slow; some households are not present in the locality or due to multiple transactions and transfers, it is difficult to determine the land user...

Chairman of Quang Trung Commune People's Committee Nguyen Van Dien said that there are currently 6 projects in the commune facing difficulties in site clearance. Of which, the Binh Phu 1 Industrial Cluster project is stuck with current regulations. With the Huu Bang Industrial Cluster project, many households do not cooperate, oppose the planning..., so the propaganda campaign faces many difficulties; some households arbitrarily change the land use purpose, build sheds, workshops in the project's reclaimed location...

To speed up the progress of site clearance, Secretary of Party Cell 2 (Thach Hoa Commune) Nguyen Van Tinh said that the functional branches of the district, commune and village need to strengthen propaganda and dissemination of legal policies, persistently mobilize people to support the policies of the Party and State. Along with that, research, propose and recommend competent authorities to supplement and perfect the site clearance mechanism and policies, flexibly apply policies to practice, ensure harmony between the interests of the State, investors and people whose land is recovered...

From the district-wide perspective, District Party Secretary Le Minh Duc requested localities to mobilize the entire political system to participate; maintain information exchange, closely coordinate with the district's departments, branches and sectors; propose and recommend removing difficulties, resolving and handling existing problems in the process of site clearance; strengthen inspection, supervision, and prevent violations... In particular, it is necessary to focus on dialogue, listen to people's opinions, promptly resolve arising problems, focus on site clearance for projects: Thang Long Avenue Expressway; Hanoi National University; Hoa Lac High-Tech Park; craft village industrial clusters...
