On December 9, Thanh Hoa Provincial Party Committee held a Steering Committee meeting to summarize the implementation of Resolution No. 18, term 12, and to inform the first draft of the project to streamline the organizational apparatus of the political system.

According to the project, the province will merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department.

Merge departments, branches and sectors under the Provincial People's Committee, including: Department of Finance and Department of Planning & Investment; Department of Transport and Department of Construction; Department of Natural Resources & Environment and Department of Agriculture & Rural Development; Department of Information & Communications and Department of Science & Technology; Department of Labor - Invalids & Social Affairs and Department of Home Affairs. Thus, after the merger, there will be a reduction of 5 departments.

Relevant departments and branches, including: The Provincial Ethnic Committee receives the original functions and tasks associated with the organizational structure and cadres, civil servants and employees of the Provincial Religious Committee, under the Department of Home Affairs. The Department of Education and Training receives the functions and tasks in the field of vocational training... associated with the organizational structure and cadres, civil servants and employees from the Department of Labor - Invalids and Social Affairs (including leaders and managers, if any).

The Department of Health receives functions and tasks in the fields of social protection, children, and social evil prevention associated with the organization and staff, civil servants, public employees, and workers from the Department of Labor - Invalids and Social Affairs (including leaders and managers, if any); receives functions and tasks associated with the organization and staff, civil servants, public employees, and workers from the Provincial Cadre Health Care and Protection Board (including leaders and managers, if any)...

The Department of Culture, Sports and Tourism receives functions and tasks in the field of tourism... associated with the organization, apparatus, officers, civil servants and employees from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leaders and managers, if any).

The Department of Industry and Trade receives functions and tasks in the field of trade promotion... associated with the organization, apparatus, officers, civil servants and employees from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leaders and managers, if any).

The Department of Foreign Affairs receives a number of functions and tasks from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leaders and managers, if any).

Transfer the functions and tasks of the Provincial Cadre Health Care and Protection Board to the Provincial Party Committee's Organization Board, the Department of Health, and the Provincial General Hospital. Arrange and assign the organizational structure and staffing to ensure that they are suitable to actual conditions.

The activities of 11 Party delegations and Party executive committees of provincial agencies and units ended, including: Party delegation of the Provincial People's Council, Party delegation of the Provincial Fatherland Front, Party delegation of the Provincial Farmers' Association, Party delegation of the Provincial Women's Union, Party delegation of the Labor Federation, Party delegation of the Provincial Veterans' Association, Party delegation of the Union of Science and Technology Associations, Party delegation of the Literature and Arts Association; Party executive committee of the Provincial People's Committee, Party executive committee of the Provincial People's Procuracy, Party executive committee of the Provincial People's Court.

End the operation of Thanh Hoa Investment, Trade and Tourism Promotion Center, transfer functions and tasks to the Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Foreign Affairs, Department of Planning and Investment (currently).

Establish new Party committees of provincial-level Party agencies, unions, and judiciary, including the following committees: Inspection Committee, Provincial Party Office, Provincial People's Council, Fatherland Front Committee, provincial-level socio-political organizations, Provincial People's Procuracy, Provincial People's Court, and mass organizations assigned by the Party and State at the provincial level.

Establish a new Party Committee of the provincial government, including departments, branches, sectors, provincial government units, and a number of state-owned enterprises (according to the scale and importance of the enterprise Party Committee) (other enterprises are transferred to be directly under the district-level Party Committee).
