Thanh Hoa becomes a new growth pole

(Baothanhhoa.vn) - Resolution No. 58-NQ/TW of the Politburo on the construction and development of Thanh Hoa province to 2030, with a vision to 2045 (referred to as Resolution 58) is considered a "revolution" in policy for the province. After 5 years of implementation with high political determination and synchronization from the province to the grassroots, it has created a clear change in the scale of economy, industry, infrastructure, institutional reform and resource mobilization for Thanh Hoa to realize the goal of becoming a new growth pole in the North of the country.

Urban infrastructure in Thanh Hoa in recent years has been invested and built to create a modern appearance and living space for people.

Resolution 58 clearly defines the goal: By 2030, Thanh Hoa will be a rich, beautiful, civilized and modern province; one of the major centers of the North Central region and the whole country in energy industry and processing and manufacturing; high value-added agriculture; logistics services, tourism, education and training, specialized healthcare and culture and sports; a new growth pole together with Hanoi, Hai Phong and Quang Ninh forming a development quadrangle in the North of the country. This is where people have a higher standard of living than the national average, cultural and historical heritage values are preserved and promoted; national defense and security are firmly ensured; party organizations and political systems are clean and strong. By 2045, Thanh Hoa will become a rich, beautiful, civilized and modern province; a comprehensively developed and exemplary province of the whole country.

Receiving Resolution 58, the Standing Committee of the Thanh Hoa Provincial Party Committee determined that this is a new opportunity and chance of turning point, not to be missed. The Standing Committee of the Provincial Party Committee issued Action Program No. 11-CTr/TU dated February 28, 2021 on implementing Resolution No. 58-NQ/TW, which established 8 key groups of tasks, from developing heavy industry, high-tech agriculture to tourism, urban areas, logistics, national defense - security, administrative reform and Party building. One of the special features is that the Standing Committee of the Provincial Party Committee established a Steering Committee to implement Resolution 58 with the Secretary of the Provincial Party Committee as Head of the Committee, Deputy Secretaries of the Provincial Party Committee as Deputy Heads of the Steering Committee; members of the Standing Committee of the Provincial Party Committee and directors of some departments as members, facilitating the direction and operation work, ensuring close, flexible and regular coordination of all levels and sectors in the implementation process.

During the implementation process, the Provincial Party Committee Standing Committee has promoted the spirit of initiative, creativity, daring to think, daring to do, especially in coordinating with the Central Government to perfect specific mechanisms and policies for Thanh Hoa. Thanks to the drastic and timely direction, Thanh Hoa province has become one of the four localities in the country to have the National Assembly issue a resolution on piloting specific development mechanisms and policies (for Thanh Hoa province, Resolution No. 37/2021/QH15). This is an important "institutional key", paving the way for major investment decisions, strong decentralization, creating conditions for the province to be proactive in planning, land conversion, project approval and unlocking development resources.

With synchronous direction and management, Thanh Hoa's socio-economic development indicators have all grown remarkably and achieved high quality. The average growth rate of gross regional domestic product (GRDP) in the 2021-2025 period is estimated at 10.24%, ranking 4th in the country and 3rd in the group of 10 provinces and cities with the largest economic scale in the country (compared to provinces and cities before mergers and acquisitions). The scale of GRDP in 2025 is estimated at 357,760 billion VND, 1.9 times higher than in 2020, GRDP per capita in 2025 is estimated at 3,750 USD/person, 1.7 times higher than in 2020.

Total social investment capital mobilized in the province is estimated at 700.1 trillion VND, 1.14 times higher than the period 2016-2020. The investment capital structure has shifted towards reducing the proportion of state capital and rapidly increasing the proportion of non-state capital. Foreign economic activities, investment mobilization and promotion have been flexibly organized and achieved positive results. From 2021 to now, the province has attracted 350 direct investment projects, some of which are large-scale projects such as: DST Nghi Son Steel Rolling Mill in Nghi Son Economic Zone with a total investment of VND 5,500 billion, OSB staBOO Thanh Hoa Bamboo Board Factory in Thiet Ong Commune, Ba Thuoc District with an investment of VND 3,199 billion, Dai Duong High-Tech Reinforced Concrete Components Factory in Nghi Son Economic Zone with an investment of VND 1,098 billion, Outdoor Gear Vietnam Sports Equipment Factory in Ba Dinh Commune with an investment of VND 868 billion...

From 2021 to now, the whole province has attracted 3 ODA projects with a total investment capital of VND 2,054.72 billion; attracted 58 programs, projects, and non-projects with a total non-refundable aid capital of about 18.8 million USD. Public investment activities have been focused on leadership and direction from the planning stage, capital plan assignment and implementation; the disbursement rate of public investment capital managed by the province every year is always among the leading provinces in the country.

In the period of 2020-2024, the province has upgraded and expanded more than 710km of roads, completed many inter-regional and strategic gateway traffic projects such as: Traffic route connecting Sam Son City with Nghi Son Economic Zone; East-West Highway route of Thanh Hoa City, from Rung Thong town (now Dong Son ward) to National Highway 1A; road connecting the center of Thanh Hoa City (now Hac Thanh ward) with the road from Tho Xuan Airport to Nghi Son Economic Zone; Van Thien - Ben En road...

Also during this period, the role of leaders of Party committees and authorities at all levels was strongly promoted. The Standing Committee of the Provincial Party Committee continuously inspected and monitored the progress of implementing the resolution's objectives in localities, promptly directed necessary adjustments, and removed institutional, mechanism, and human bottlenecks. Meanwhile, the Chairman of the Provincial People's Committee and Vice Chairmen directed the work in the direction of clear tasks, clear time, clear output products, paying special attention to administrative procedure reform, digital transformation, and improving the investment environment. The flexible and practical leadership model, closely combining the Party and the government, is a bright spot in implementing Resolution 58.

The results achieved in implementing Resolution 58 are clear evidence of the right leadership, decisive action and effective governance. With new momentum, long-term vision and high political determination, Thanh Hoa has the foundation to become a model province as instructed by Uncle Ho, and at the same time fulfill the role of a growth pole in the North of the Fatherland in the new period.
