In recent times, the Provincial Party Committee, People's Council, and People's Committee have directed all levels, sectors, and localities to review and adjust construction planning and manage urban architectural planning. The province has also mobilized resources to participate in urban development to improve the quality and appearance of landscape architecture in a modern and civilized direction.
Thanh Hoa city is increasingly developing and modernizing.
As the administrative, political , economic, cultural, medical, educational, scientific and technical center of the province, the Party Committee and the government of Thanh Hoa City have regularly paid attention to promoting the development of new modern urban areas with synchronous infrastructure, meeting housing needs and improving living conditions for people.
In order to have an orientation for the development of modern urban planning space in Thanh Hoa City, the People's Council of Thanh Hoa City issued Resolution 243 dated October 19, 2023 on the Thanh Hoa urban development program to 2040, in which it is determined that Thanh Hoa City urban development is divided into 12 areas with specific functions to develop the core urban area and develop new high-quality urban areas associated with the construction of conservation areas, promoting historical relics, natural landscapes... In addition, Thanh Hoa City determines to pay attention to investment, new construction and development of a civilized, modern city, worthy of being a type I urban area.
Director of the Department of Construction Phan Le Quang said: Urban planning plays a key role in the socio -economic development of the locality, especially in the industrialization and modernization associated with urbanization and economic restructuring. In recent years, the Provincial Party Committee, People's Council and People's Committee of Thanh Hoa province have always paid attention to urban development planning. Currently, Thanh Hoa province has 34 urban areas, including 1 type I urban area; 2 type III urban areas; 1 type IV urban area, 30 type V urban areas.
The urban system of Thanh Hoa province is developed on the basis of developing 4 dynamic economic centers, including: Dynamic Center of Thanh Hoa City - Sam Son City with the development of multi-sector, multi-field services, focusing on high-quality service industries, sea tourism, cultural tourism; developing clean, high-tech, high-value-added industries; training and developing high-quality human resources. The Southern Dynamic Center (Nghi Son Economic Zone) with the goal of developing multi-sector, multi-field, focusing on heavy industry and basic industry, processing and manufacturing industry associated with the effective exploitation of Nghi Son Seaport. The Northern Dynamic Center (Thach Thanh - Bim Son) focuses on developing construction materials industry, processing and manufacturing; processing of agricultural, forestry products, pharmaceuticals, leather and footwear, services, and tourism. The Western Dynamic Center (Lam Son - Sao Vang) with the development of high-tech agriculture; aviation industry, electronics and telecommunications, high-tech industry; heritage tourism.
At the same time, Thanh Hoa province also develops concentrated industrial parks, coastal economic zones and border gates to exploit potentials and strengths, creating driving forces, key growth poles or national secondary growth poles with competitiveness and spread throughout the country and the region.
Resolution No. 471/NQ-HDND dated December 14, 2023 on the Thanh Hoa Urban Development Program, Thanh Hoa Province to 2040, stated the viewpoint that: The urban development program must be consistent with the approved Provincial Planning and General Urban Planning. Mobilizing social resources to participate in urban development work; promoting the strengths of science and technology in applied research to serve urban management and development; Identify urban development areas and investment project portfolios as a basis for mobilizing and effectively promoting investment resources for urban development and construction, improving the quality of urban landscape architecture in a modern, civilized, sustainable direction... ensuring compliance with Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.
