Accordingly, regulations on extra teaching and learning for generaleducation and continuing education apply to extra teachers and learners; organizations and individuals organizing extra teaching and learning and related organizations and individuals in the province.

The Department of Education and Training presides over and advises the Provincial People's Committee on managing extra teaching and learning in the area; coordinates with inspection units to inspect and examine the implementation of regulations on extra teaching and learning.

Coordinate with relevant units to advise and submit to competent authorities to arrange funding sources for extra teaching and learning activities in public schools.

The Department of Finance issues business registration certificates to tutoring establishments in accordance with the provisions of law.

Coordinate with the Department of Education and Training and relevant agencies to advise and submit to competent authorities to arrange provincial funding to organize extra teaching and learning in public schools.

Instructions on proper implementation of regulations on financial management of extra teaching and learning in schools.

For tax authorities: manage the implementation of tax obligations of tutoring establishments; organize inspections and examinations of the implementation of tax obligations of tutoring establishments.

Responsibilities of the school principal: develop educational plans, mobilize legal funding sources for extra teaching and learning activities in the school in accordance with the law.

The principal of a public school summarizes the funding needs for organizing extra teaching and learning in the school (at the beginning of the school year); requests the direct management level to consult with higher-level management agencies to arrange funding sources for extra teaching and learning activities in the school.

Responsibility of tutoring establishments: fully responsible before the law and relevant agencies in implementing regulations on tutoring and learning; subject to inspection and examination by educational management agencies and state management agencies according to management decentralization.

Collect and spend money on extra teaching and learning

Collection and management of tuition fees are implemented according to Article 7, Circular No. 29/2024 of the Ministry of Education and Training , and instructions of the provincial financial and budget management departments and branches.

No extra tuition fees are collected at school for students under Clause 1, Article 5, Circular No. 29/2024.

Regarding the use of funds for organizing extra teaching and learning: expenses for direct tutors; expenses for management of extra teaching and learning at schools/tutoring facilities; expenses for electricity, water, and purchase and repair of facilities serving extra teaching and learning.

For extra teaching and learning in schools: the allocation ratio for expenditure items must be approved by the school board, staff and employee conferences and included in the internal spending regulations of the educational institution, ensuring publicity and transparency in accordance with the law.

For extra-curricular teaching and learning: the allocation ratio for the expenditure contents is agreed upon between the extra-curricular teaching facility and the tutor.

The contents not mentioned in this regulation shall be implemented according to Circular No. 29/2024 and relevant current legal provisions.
